Position Title: Executive Director Healthcare Operations - Ontario
Location: Any VLRC office in Ontario

Salary: $112000 - $140000/ annually

I. Scope and Summary of Primary Responsibilities
Reporting to the Vice President Healthcare Operations (VP HCO) the Executive Director Healthcare Operations will play a critical role in enhancing and optimizing service delivery. The Executive Director (ED) will work closely with the VP HCO on developing budgets and implementation of annual operating plans. As a member of the Executive Leadership Team (ELT) the ED will lead teams across Ontario and support the implementation of national strategic priorities and initiatives.
II. Essential Functions
Business Management
-Ensure the delivery of high-quality safe and evidence-informed services by applying clinical standards supporting quality improvement initiatives and addressing risks related to service delivery. Lead and provide operational oversight for Ontario adhering to VLRCs operational standards of practice. Ensure compliance with organizational policies and legislative requirements while responding to evolving sector and community needs.
-Provide strategic direction to Provincial Managers on business goals and priorities to ensure optimal deployment of resources day-to-day operations and service delivery.
-Implement the VLRC national strategic plan within Ontario translating organizational priorities into operational plans performance targets and measurable outcomes.
-Champion change through effective communication and change management strategies.
-Identify training and development needs or succession opportunities of provincial VLR staff and management.
-Identify operational financial workforce and reputational risks within the Ontario region and work with the VP HCO and cross-functionally to develop mitigation strategies.
-Review monthly and quarterly financial statements to account for budget deviations and prepare strategic action to address budget shortfalls or gaps in revenues salaries or operating expenses.
Leadership
-Lead coach and develop a team of Regional Managers with a strong focus on client experience and organizational values; and provide strategies to drive both the work of healthcare operations and staff advancement.
-Foster collaboration across business units and represent the operational priorities and needs of the Ontario region at the ELT.
-Make operational decisions aligned with organizational policies strategic priorities and approved regional budgets.
-Promote inclusive and accessible service delivery practices that reflect the needs of people who are blind Deafblind or partially sighted across diverse communities.
Government and Community Relations
-Engage with ministry officials and health care leaders to communicate the organizations priorities achievements and sector needs.
-Represent VLRC at provincial health system tables sector networks and professional forums.
-Maintain an in-depth understanding of policy issues and their impacts to provide counsel on policies and regulatory requirements to the VP HCO. Support advocacy efforts for the province including where funding gaps exist for VLRC services.
-Collaborate with interdisciplinary teams at VLRC to support revenue generation innovation and engagement priorities.
-Cultivate relationships with provincial ministry officials to ensure contractual obligations for provincially funded services are met and reports are fulfilled.
Human Resources & Labour Relations
-Participate in collective bargaining on behalf of the Ontario region with knowledge of collective agreements grievance and arbitration process.
RequirementsIII. Qualifications
- 10 years in senior level leadership experience supported by relevant post-secondary education.
- Sound knowledge of the not-for-profit and health services sectors.
- Demonstrated leadership ability to build and empower high-performing teams aligned with organizational goals.
- Proven commitment to client-centered service delivery stakeholder engagement and community partnerships.
- Demonstrated ability to develop implement and monitor effective services.
- Strong relationship building communication and negotiation skills.
- Sound business acumen including budget performance management change management and strategic planning.
- Demonstrated ability to resolve complex issues showing sound judgment and timely decision making.
