Position Description
In preparation for the June 2 2026 Statewide Direct Primary Election the Department is seeking applications for two seasonal bilingual (English-Chinese) clerk positions in the Voter Outreach unit.
The ideal candidate will have a strong work ethic and a high level of integrity interacting well with community groups outside agencies and diverse populations including residents experiencing homelessness individuals involved with criminal justice immigrants and new citizens. The persons in these positions will be able to present information in both Chinese and English in a clear and engaging manner to a variety of audiences and to draft professional written correspondence. The ideal candidate will have community outreach experience be familiar with San Francisco neighborhoods and know how to use common computer programs such as Microsoft Suite and Adobe Acrobat.
In addition to the range of duties assigned to the 1404 job code the persons in these positions will have the following essential duties and responsibilities:
- Schedule and conduct presentations at community events throughout San Francisco.
- Plan events and be responsible for logistics and provide election information at resource tables at community events throughout San Francisco in English and Chinese.
- Work to strengthen the Departments relationship with existing community partners.
- Identify new partner organizations and media serving San Francisco residents and residents of vulnerable and hard-to-reach communities.
- Present organized data in a clear and understandable manner both in written reports and through visual aids and analyze data and metrics related to outreach efforts.
- Provide election information in English and Chinese in a courteous and professional manner that is free of personal opinion to customers visiting the office through e-mail and over the phone while using several applications simultaneously.
- Assist in the Election Center Phone Banks during Election Day as needed as well as in post-election tasks after Election Day.
- Assist the public over the phone in a phone bank setting.
- Assist in the Ballot Delivery Program as needed.
- Provide general clerical support and assist with other tasks as needed.
These positions require a valid California Drivers License to be able to drive to various outreach events. The persons in these positions must be proficient in English and Chinese and able to move and lift up to 40 pounds of outreach supplies and equipment.
Position Schedule and Hours
These are seasonal positions with the start date contingent upon completion of the hiring process. The Department is looking to have the persons in these positions start on April 13 2026 or earlier and assignment will run until a week after Election Day June 2 2026. Actual start and end dates will be determined by the operational needs of the Department.
Although most work is expected to be completed during normal workday hours 8 a.m.-5 p.m. Monday through Friday the persons in these positions must be available to work overtime both during the week and on weekends as necessary. Overtime hours will be paid at 1.5 the hourly rate.
This is a temporary exempt as-needed position. Temporary exempt as-needed employees who have worked more than 1040 hours in any consecutive 12-month period and whose normal work week at the time of inclusion in the system is not less than 20 hours are eligible for health coverage and retirement benefits. Qualifications :
Minimum Qualifications
One (1) year of clerical experience including preparing and maintaining a variety of records and/or documents filing use of office equipment public contact and processing of incoming and outgoing mail.
Substitution: Completion of an approved City and County of San Francisco Clerical Administrative Training program or completion of a clerical training program (240 hours) or 15 semester units (or equivalent quarter units) of coursework from an accredited college or university may substitute for up to 6 months of required experience.
Desirable Qualifications
- Knowledge of or proficiency in American Sign Language (ASL).
- Experience in community outreach and public engagement especially with diverse or underserved populations.
- Event coordination and public presentation skills including organizing outreach events and delivering informational presentations.
- Proficiency in common office software including Microsoft Office Suite and Adobe Acrobat with the ability to organize and present data effectively.
