Hennepin County District Court invites qualified applicants for a Court Operations Leadworker II position in the Civil Division-Housing Court. Housing Court is a specialty court involving landlord-tenant disputes.

The Court Operations Leadworker II serves as a division leader and positive role model by applying specialized clerical expertise and a thorough understanding of division practices while demonstrating exceptional communication skills technical proficiency initiative and motivation in support of the Districts mission vision and values. This position performs highly advanced case processing staff training operational support and financial balancing functions. Work is completed in a high-volume fast-paced environment that requires dedication to providing excellent customer service application of specialized clerical knowledge and a comprehensive understanding of Housing Court operations and procedures. This is a diverse professional environment that promotes equity for all court staff and court users.

The Leadworker II within the Fourth Judicial District-Housing Court division uses their vast knowledge of court operations technical expertise advanced problem-solving skills and leadership skills to serve as a primary resource for staff and internal/external stakeholders; to proactively identify workflow or process issues through analysis and research; to make accurate and timely decisions in the face of ambiguous or difficult situations; to coach and mentor staff in the supervisors absence; and to provide consistent training in court operations under limited supervision.

This AFSCME-represented position is classified as a Court Operations Leadworker II. Housing Court is located in the court tower of the Hennepin County Government Center (3rd floor C-300) in downtown Minneapolis at 300 South Sixth Street. Typical hours for this position are 8:00 a.m. - 4:30 p.m. Monday-Friday. This is primarily an onsite position with limited remote work opportunities depending on operational needs. A reliable internet connection will be required if working remotely.

Example of Duties:

  • Provide lead work direction to the Housing Court team by reviewing work for accuracy and compliance coordinating workflow monitoring workload and coverage and guiding the unit through operational changes in collaboration with management; respond to inquiries from internal and external customers provide backup for office functions and serve as a resource on policies procedures and practices.
  • Act as the first point of contact for complex matters by providing daily support and direction as well as responding to questions and resolving issues for administrative and judicial staff other departments and stakeholders to ensure consistency and accuracy.
  • Train on all facets of Zoom hearings.

  • Contribute to ongoing process improvements develop and revise policies and procedures and providetraining to ensure staff have the necessary knowledge and resources to be successful in their role.
  • Build and maintain professional working relationships with justice partners and serve as a liaison to independently address and resolve stakeholder concerns while providing daily leadership and direction to the Housing Court team by acting as a positive role model coach and mentor and supporting the supervisor to ensure the daily needs of staff are met.
  • Compiles and analyzes reports and monitors court operations processes for the purpose of identifyingtrends issues and proactively making recommendations for improvements. Reviews and checks thework of staff and ensures compliance with applicable policies procedures rules and guidelines; consults with supervisor on workflow process improvements. Ensure adequate staffing is in place to achieve timely case processing and courtroom support needs.
  • Perform financial functions produce and review operational reports for the purpose of accuracy and compliance and initiate corrective actions to ensure the court record is accurately documented.
  • Serve as a subject matter expert for Housing Court staff using advanced knowledge expertise and independent judgment to answer questions address highly complex unique and/or urgent case processing situations and independently resolve problems with limited or no guidance.

Minimum Education and Experience:

  • High school diploma or equivalent
  • At least three (3) years of experience as a Court Operations Associate or equivalent experience

Minimum Knowledge Skills and Abilities:

  • Knowledge of current day-to-day court operations functions and scope of authority

  • Working knowledge of court policies and procedures and the ability to apply these to case processing.

  • Proficiency in Microsoft Office Suite Zoom Teamsand ability to learn other job-related software

  • Ability to write job procedures and develop clear training materials

  • Ability to adapt technical and procedural resources to the various learning styles of staff

  • Ability to establish and maintain positive effective working relationships while providing guidance direction and motivation to others along with strong selfmotivation and the capacity to prioritize work in a fastpaced environment while maintaining composure and professionalism when interacting with internal and external stakeholders

  • Extensive working knowledge of MNCIS case processing including financials court procedures and policies related to both the administrative office and courtroom functions and the ability to apply these as needed.
  • Ability to effectively handle conflict situations.
  • Excellent attention to detail and accuracy.
  • Ability to work with financial information balance accounts release money to parties and process deposits.
  • Willingness to accept apply and give performance feedback.
  • Ability to establish and maintain positive and effective working relationships.

Preferred Qualifications:

  • Considerable knowledge of and experience working with current Hennepin County Housing Court policies and procedures
  • Knowledge of rules and statutes applicable to processing housing case types.
  • Experience providing technical and procedural training
  • Proven ability to troubleshoot under time-sensitive conditions
  • Experience reviewing work of others and providing feedback for corrective action
  • Experience writing job procedures and developing training materials in a clear and concise manner
  • Experience working with MNCIS reports
  • Recent experience providing training in the courtroom for both in-person and remote calendars and both case-specific and mass calendars
  • Experience navigating difficult customer service situations while maintaining composure
  • Proven technical proficiency in but not limited to MNCIS eFile & Serve MNDES Zoom SharePoint and Microsoft Office applications
  • Experience researching and remedying financial transaction-related discrepancies

Salary:

The expected starting salary for external candidates is at least $27.50 per hour and may be higher depending on qualifications. Pay will be determined in compliance with the AFSCME contract. This position is non-exempt under the Fair Labor Standards Act and is eligible forState of Minnesota employee benefits.
