Job Summary

Special Services provides administrative oversight to social service programs directly operated or contracted programs with the Human Resources Administration. Special Services provides an array of services to New York Citys vulnerable population. The Special Services portfolio consists of the following program areas: Adult Protective Services (APS) Customized Assistance Services (CAS) Domestic Violence Services (DVS) HIV/AIDS Services Administration (HASA) Home Care Services Program (HCSP) and the Medical Assistance Program (MAP).

The Special Services division of HRA is recruiting one (1) Director of Home Care Services Family & Adult Services (DOSS) to function as the Special Services Housing Advisor who will:

Under executive management of the Executive Director and Chief Special Services Officer with broad latitude for independent judgment and action the Special Services Housing Advisor carries out the responsibility for making management improvements to Special Services housing and related social services programs. As Special Services Housing Advisor this position exercises authority and makes high level decisions in critical housing and social service programs and in the implementation of initiatives. Generally responsible for: 1) promoting effective community relations with providers and key external stakeholders; 2) addressing any current challenges/issues related to housing and housing development; 3) coordinating and evaluating special projects which meet the needs of those who participate in HRA housing and social services programs; and 4) managing housing inventory monitoring quality standards data analysis and reporting.

-Establish project timelines and reporting schedules.

-Conduct policy analyses and programmatic/fiscal implications of special projects.

-Establish and lead a work group of internal and external stakeholders responsible for housing inventory and monitoring of housing quality standards.

-Develop and implement streamlined processes for housing inventory and monitoring of housing units managed by the unit.

-Collect and analyze data pertaining to housing inventory and monitoring visits and make recommendations to ensure housing quality standards are maintained.

-Perform site visits on a regular basis to assess the fidelity of established processes for monitoring visits.

-Determine and coordinate the activities required between the people agencies and departments responsible for project completion.

-Review of all schedules scope of work reports and orders prepared by consultants contractors and agencies to assure conformance with project completion dates.

-Monitor work performance and preparation of management reports to identify significant problems.

-Resolve problems that arise in meeting schedules and costs. Recommend policy options because of changes in service delivery and effects on budget and personnel.

-Advise and make recommendations to client agencies in formulating project needs.

-Create and manage various on-going and ad-hoc reports data analysis management reporting and performance measurement systems.

Qualifications :

1. A baccalaureate degree and four (4) years of responsible full-time experience in one or more of the fields of management administration labor relations research and analysis relative to the fiscal and/or functional aspects of a governmental agency or educational institution or civic organization or business firm including a minimum of one (1) year in a responsible managerial or administrative capacity; or
2. Education and/or experience equivalent to 1 above. However all candidates must possess the one (1) year of responsible managerial or administrative experience described in 1 above.
