Job Summary

Under general direction is a second-level supervisor responsible for street environmental services activities (manual and mechanical street cleaning graffiti abatement enforcement of applicable codes laws and ordinances and litter and debris removal) in a designated functional or service area or on special projects dispatch functions or ancillary services and for general supervision planning and direction over groups of workers.

MAJOR IMPORTANT AND ESSENTIAL DUTIES
According to Civil Service Commission Rule 109 the duties specified below are representative of the range of duties assigned to this job code/class. They are not intended to be an inclusive list.

1. Supervises subordinate personnel by planning organizing assigning overseeing and evaluating the work of subordinate supervisors; includes responsibility for completing performance evaluations coordinating training including safety training enforcing the code of safe work practices performing and documenting inspections of work in progress and completed work and participating in disciplinary matters.

2. Directs street environmental services operations and activities in a designated functional or service area including developing new service techniques and procedures.

3. Investigates and acts upon complaints and requests for service(s) from individuals businesses neighborhood groups outside agencies and other City departments and submits written reports of findings and actions taken.

4. Investigates violations of local litter abatement laws which may require filing of complaints and appearing in court as a witness.

5. Plans prepares and directs special clean-ups and public outreach activities such as parades celebrations and other special events.

6. Plans prepares and directs graffiti removal activities including operational schedules special events and enforcement of the graffiti abatement laws.

7. Checks and signs all daily work reports; maintains manual and automated (computerized) records of personnel and mobile equipment assignments and keeps up-to-date service route maps and other records.

8. Attends meetings and public hearings as representative of the bureau with business and neighborhood groups volunteer groups and the general public.

9. Document costs of field activities for recovery purposes and makes recommendations for changes in operations for the purpose of lowering costs.

10. Drives a vehicle to work sites and meetings.

11. Performs related duties as required.


Qualifications :

MINIMUM QUALIFICATIONS

Applicants must meet the Minimum Qualifications requirement by the final filing date unless otherwise noted.

  1. Current Category 16 17 or 18 Exempt Employee in Class 7281 who has worked at least 2080 hours in class 7281.           AND 
  2. Experience: 

         Two years of experience as a supervisor (with a full range of supervisory duties) of a group of workers                 engaged in street environmental services activities in the public right of way (streets medians and                       sidewalks) including manual and mechanical street cleaning graffiti abatement enforcement of applicable           codes laws and ordinances and litter and debris removal.   AND

  1. License:

         Possession of a valid driver license.

Conditions of Employment:

  • Valid Drivers License: Applicants must possess and maintain a valid California Class C drivers license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role.

Ranking Based on Verified Exempt In-Class Service Duration:

Qualified applicants will be ranked on the eligible list based on the length of their Exempt City service in the 7281 Street Environmental Services Operations Supervisor class along with any additional qualifying points (e.g. promotive status) as outlined in Civil Service Commission (CSC) rules. All work history will be verified using official City records which will serve as the final authority in determining qualifying service.

NOTE: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process. The department may administer additional position-specific selection procedures to make the final hiring decision.

Eligible List/Score Report:

A confidential eligible list of qualifying candidates will be created and used for certification purposes only. A score report will be established so applicants can view the ranks final scores and number of eligible candidates. Applicant information including names of applicants on the eligible list shall not be made public unless required by law. However an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this selection process is subject to change after adoption (e.g. because of appeals) as directed by the Human Resources Director or the Civil Service Commission.

Duration of Eligible List:

The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.

Certification:

The certification rule for this selection process will be Rule of the List.
