The role requires direct and relevant experience of working in capital market debt issuances in either the public or private sector.
A strong combination of leadership project management financial management and commercial acumen will be and maintaining senior internal and external relationships to a high standard is key as you will work closely with multiple Scottish Government professions and functions as well as external advisors banks UK Government counterparts delivery partners and Ministers.
You will be expected to work flexibly and shape the borrowing function and wider project team as needed to deliver the next phase in line with the First Ministers announcement.
Responsibilities
Deliver a value-for-money and commercially viable Bond Programme: By designing and implementing a bond structure that optimises value for money - minimising financing costs managing risk effectively and maximising long-term benefits - supported by appropriate policies processes and project structures
Lead the Bonds Project Governance: Maintaining and enhancing the Bonds project governance structure to ensure delivery of the programme to the highest possible PPM standards and ensuring risks are appropriately managed.
Shape the Bonds Programme fiscal Policy: Working with external and internal stakeholders to ensure that the bond programme best fits the fiscal and strategic policy objectives of Scottish ministers.
Lead all external stakeholder engagement: Your team will manage all external supplier and stakeholder engagements related to this work. You will be expected to be investor facing and represent and present the interests of the Scottish Government in a variety of external events and support Scottish Ministers.
Provide strong leadership of wider team: ensuring effective resource management guiding through organisational change and maintaining delivery in a fast-paced environment. Adaptability will be key as the function may change over time from project to BAU activities.
Experience:
This role requires a person with significant experience in capital markets debt issuances. Strong commercial financial and project management experience and skills will also be required.
A finance qualification such as CCAB ACT or CFA is expected. However other applicants will be considered on a case-by-case basis provided they can demonstrate significant experience leading debt issuance functions or extensive industry experience.
Working pattern
This role is a permanent level transfer position at C2 grade.
