This is a full-time position (40 hours per week) with State Benefits including health insurance as well as retirement.

Description of Work:

The Program Coordinator I serves as a key liaison between employers and the workforce system supporting the processing of job orders for the H-2A (temporary agricultural workers) and H-2B (temporary non-agricultural workers) visa programs.

This position ensures job orders are submitted accurately timely and in compliance with state and federal labor laws. The Program Coordinator I works directly with employer partners to provide technical assistance ensure required recruitment activities are conducted and documented properly and maintain accurate program records.

Strong attention to detail regulatory interpretation skills and the ability to manage multiple priorities are essential for success in this role.

Key Responsibilities

  • Assist employers in preparing and submitting H-2A and H-2B job orders in accordance with state and federal requirements.

  • Review job orders to ensure compliance with applicable labor laws policies and program regulations.

  • Enter and manage job order data accurately within the state workforce database.

  • Ensure required recruitment efforts are completed properly documented and reported.

  • Serve as the primary point of contact for employers regarding job order status corrections and compliance requirements.

  • Provide guidance and technical assistance on filing processes documentation standards and regulatory expectations.

  • Maintain accurate and up-to-date records of job orders employer communications applicant referrals and placements.

  • Coordinate services with internal and external stakeholders to ensure effective program delivery.

  • Monitor timelines and ensure all submissions and reports meet required deadlines.

About the Foreign Labor Services Unit

The Foreign Labor Services Unit provides comprehensive employment training and supportive services to job seekers and employers across North Carolina. Special emphasis is placed on ensuring Foreign Labor Certification recipients receive services comparable to the general applicant population.

The Unit works closely with employers seeking to fill temporary labor shortages through federal visa programs with a primary focus on assisting employers with foreign labor certification petitions and applications for positions not filled by domestic workers.

  • Strong verbal and written communication skills with the ability to effectively correspond with stakeholders including employers agents attorneys and state and federal authorities regarding program requirements and compliance matters.
  • Experience working within local state or federal policies and regulatory frameworks with the ability to interpret apply and ensure adherence to program guidelines and procedures.
  • Proficiency in Microsoft Office applications including MS Word MS Excel MS OneNote and MS Teams with the ability to manage documentation track data and maintain accurate records.
