Nationwide IT Services NIS is seeking an experienced and reliable Gov-Con Payroll Administrator to join our growing team!
This is a hybrid opportunity with Mondays and Fridays remote.The Payroll Administrator is responsible for processing the semi-monthly payroll and collaborating with Payroll and Human Resources to ensure the accurate flow and maintenance of employee and payroll-related financial data. The ideal candidate will possess a strong understanding of payroll procedures regulatory compliance and tax requirementsThis role requires an extensive knowledge of multi-state David Bacon Act (DBA) & Service Contract Act (SCA) payroll and time reporting for Federal government contracts. The ideal candidate demonstrates strong attention to detail confidentiality and close interaction and involvement with project managers supervisors and employees for tracking and time recording.Key Responsibilities- Process semi-monthly payroll for salaried and hourly employees.
- Ensure compliance with federal contracting requirements including:
- Service Contract Act (SCA)
- Davis-Bacon Act (DBA)
- Internal Revenue Service (IRS) regulations
- Maintain accurate payroll records certified payroll reports and audit documentation.
- Review timekeeping systems for accuracy and ensure proper labor allocation to contracts.
- Process new hires terminations pay rate changes bonuses and deductions.
- Administer garnishments child support orders tax levies and benefit deductions.
- Reconcile payroll accounts and resolve discrepancies promptly.
- Prepare and submit quarterly and annual tax filings (941 W-2 state filings).
- Assist with government audits DCAA reviews and compliance reporting.
- Ensure proper labor distribution in accordance with contract funding.
- Coordinate with HR regarding employee classifications and wage determinations.
- Maintain strict confidentiality of employees and company information.
- Managing other compliances as required relating to employees pay.
Required Qualifications- Associate or bachelors degree in accounting Finance Business Administration or related field or equivalent experience 7-10 years.
- 3 years of payroll processing experience preferably in a government contracting environment.
- Working knowledge of:
- Prevailing wage determinations
- Certified payroll reporting
- Federal Acquisition Regulation (FAR)
- Experience with payroll systems (ADP Paycom Paylocity Costpoint or similar).
- Strong understanding of multi-state payroll processing.
- Proficiency in Microsoft Excel.
- Excellent analytical and organizational skills.
Preferred Qualifications- Experience working with DCAA-compliant accounting systems.
- Certified Payroll Professional (CPP) designation.
- Experience supporting companies with federal contracts.
