Job Summary
EMCOR Government Services (EGS) is seeking a Contract Program Manager (CPM) to lead contract operations in support of an Intelligence Community customer in Pocatello Idaho. The CPM has full authority and responsibility to act on behalf of EGS for all aspects of contract performance throughout the contract term. The CPM leads a multidisciplinary team delivering comprehensive facilities operations and maintenance services including preventive and corrective maintenance repair of building systems and infrastructure lifesafety systems and associated support services. The CPM is accountable for mission assurance contract compliance cost control schedule performance and customer satisfaction in a missioncritical environment.
As the contracts senior onsite leader the CPM is responsible for client engagement financial planning and execution workforce management operational excellence and continuous improvement. This includes planning organizing coordinating directing and controlling all assigned contract functions through subordinate managers and supervisor. This key position reports directly to the Director of Operations

Essential Duties & Responsibilities
Serves as the single point of authority and primary customer interface for all contract operations; available 24/7/365 and accountable for performance compliance cost schedule and workforce development.
Plans organizes directs and controls all facilities operations and maintenance activities in accordance with the Scope of Work (SOW)/Performance Work Statement (PWS) contract requirements and applicable regulations.
Ensures full compliance with federal contract requirements safety and environmental standards security protocols and company policies.
Leads financial planning budgeting forecasting and cost control to meet profit/loss objectives while maintaining missioncritical service levels.
Oversees subcontractor performance service delivery metrics and compliance with small business and subcontracting requirements.
Implements performance management systems KPIs and service level tracking to drive continuous improvement.
Manages staffing plans workforce performance training and succession planning for a technically diverse facilities team.
Coordinates closely with ESH engineering and maintenance leadership to ensure safe reliable and resilient facility operations.
Oversees the contract Quality Management / Quality Control Program with execution performed by assigned staff and maintains responsibility for quality performance corrective actions and continuous improvement.
Prepares and delivers required contract reports performance briefings and executivelevel updates to customer leadership.
Leads issue resolution risk management and corrective action planning for operational technical or contractual challenges.
Supports transitionin transitionout and surge operations as required by the contract.
Provides oversight of all project/IDIQ orders delegating daytoday management to subordinate staff while retaining accountability for cost schedule quality compliance and mission-critical integration.
Performs other duties as assigned to support contract execution and mission success.
Qualifications
Must have a Top-Secret Clearance.
Demonstrated commitment to a Mission First People Always leadership philosophy.
Minimum of fifteen (15) years of program management experience supporting facilities management efforts similar to or larger than this contract.
Certified as a Program Manager with a focus on facilities management.
Bachelors degree in Business Engineering Facilities Management or a related field preferred.
Proven experience managing missioncritical or highavailability facilities operations.
Strong financial analytical and decisionmaking skills with experience managing large complex contracts.
Excellent written and verbal communication skills including executivelevel briefings.
Demonstrated proficiency in enterprise resource planning (ERP) systems and CMMS platforms supporting facilities operations.
Proficient in Microsoft 365 including document management collaboration reporting and data analysis tools.
Preferred Qualifications
Facility Management Professional (FMP) or Certified Facility Manager (CFM).
Project Management Professional (PMP) certification is highly desirable.
Certified Data Center Management Professional (CDCMP) certification.
Experience supporting Intelligence Community DoD or other federal missioncritical facilities.
Background in MEP systems HVAC electrical fire protection or lifesafety systems.
Experience leading large multidisciplinary technical workforces in secured environments.
