Qualifications
MINIMUM QUALIFICATIONS
- Bachelors degree from an accredited institution in Architecture Engineering Construction Management Planning Business Administration Public Administration or other related field.
- Eight years of progressively responsible experience in facilities maintenance construction project management and/or program management.
- Two years of experience with contract administration building codes grant administration and/or procurement related to facilities projects.
- Any appropriate combination of relevant education experience and/or certifications may be considered.
- Proficiency with CMMS and project portfolio management tools.
- Valid Florida drivers license.
PREFERRED QUALIFICATIONS
- Masters degree from an accredited institution in a related field.
- Experience managing major renovation and construction projects in a large multi-campus organization.
- Project Management Professional (PMP) certification.
- Current registration as Professional Engineer or Architect.
- Valid Class A General Contractor license.

Responsibilities
ESSENTIAL JOB FUNCTIONS
Typical duties include but are not limited to:
- Establish and lead program governance frameworks to strategically bundle prioritize and sequence mid-scale facility projects across schools ensuring alignment with approved budgets departmental objectives and districtwide goals.
- Set and approve project and program scopes budgets schedules delivery strategies and quality standards; provide oversight of pre-construction planning as applicable.
- Direct cross-functional internal teams and contracted professionals through design procurement and execution phases ensuring adherence to schedules budgets financial controls and performance expectations.
- Develop implement and oversee policies procedures and best practices governing mid-scale facility projects and multi-site program delivery.
- Leverage CMMS and project/portfolio management systems to identify trends optimize workflow monitor productivity and drive data driven quality and performance improvements.
- Serve as a senior level bridge between Maintenance Services and Construction Projects Management to triage requests and determine the appropriate delivery model and project pathway.
- Provide leadership direction and supervision to and assigned employees; conduct performance evaluations recommend employment actions and actively develop staff through coaching mentoring and succession planning.
- Design and implement programs for quality assurance continuous process improvement risk mitigation and productivity enhancement across assigned operations.
- Review and approve plans and specifications to ensure compliance with applicable codes regulatory requirements district standards and industry best practices; oversee permitting as required.
- Lead and facilitate communication among schools internal departments vendors and external agencies to ensure transparency alignment and minimize disruption to instructional impact during project execution.
- Establish and maintain accountability-based reporting dashboards and executive summaries for senior leadership and stakeholders; provide timely briefings and prepare Board agenda items as needed.
- Ensure comprehensive project closeout including documentation financial reconciliation warranty management and capture lessons learned to support continuous improvement.
