Job Summary

OVERVIEW

Reporting to the Senior Director Collections the Director Collection Operations is a key member of the leadership team acting as a hands-on participative director to continuously improve the collection of residential recyclable materials (Designated Materials) in Ontario as dictated by the Extended Producer Responsibility Regulation in Ontario for Single-Use Products Packaging and Paper Products. The incumbent will help guide CMs collection services procurement and implementation strategies and will oversee operator deliverables in Ontario. Other responsibilities include collaborating on material quality and audit services innovation and technological improvements through pilot projects with the National Operations team.


RESPONSIBILITIES

Strategy Development and Implementation

  • Support the development and implementation of a comprehensive operations strategy to deliver a cost-efficient residential recycling system compliant with provincial regulations.
  • Participate in the review and update of the annual operations strategy and contribute to the development of annual budgets and business plans.
  • Assist in developing an operations risk management strategy including commercial and vendor risks.
  • Support the development of key strategies and special projects that drive administrative cost reductions.

Collection Network and Contract Management

  • Implement and oversee a province-wide collection network for all program materials with sufficient capacity to meet program plan and budget targets.
  • Oversee the negotiation of service delivery by collection contractors and the extension and/or assignment of service provider contracts.
  • Develop a deep understanding of the terms of the Master Services Agreement (MSA) and Statements of Work (SoW) for the CCS Operator and Service Providers.
  • Work collaboratively with the CM CCS and the CCS Operator (RLG) teams to effectively manage the transition of identified municipal and First Nation ECs.
  • Oversee change management processes in collaboration with RLG to ensure executed agreements are amended as needed to ensure alignment with operational realities and system accuracy.
  • Develop maintain and manage the annual calendar of critical contract events on behalf of CM and CCS Operator to ensure adherence to contract and regulatory obligations.
  • Support contract negotiations and partner management related to the CCS Operator and business programs and initiatives within CM as required.
  • Collaborate and liaison to other CM departments (e.g. communications procurement business information and reporting resident relations) and with the CCS Operator RLG operations team on key work including developing and documenting procedures associated with contract delivery.
  • Monitor and manage CMs relationships with key stakeholders and contracted service providers to identify and manage risks resolve issues and manage disputes.
  • Ensure quality and timely delivery of collection services to RFs and post-collection facilities including the overall RF optimization and associated audits.
  • Develop subject matter expertise on the regulatory requirements associated with the waste diversion regulation in Ontario. Support meetings and responses to the regulator.
  • Provide reports and updates with regular cadence as required for key stakeholders meetings presentations inclusive of board materials and any other reports as requested.

Performance and Quality Management

  • Establish quality management and continuous improvement systems to analyze and evaluate the effectiveness and efficiency of collection services including developing scorecards and monitoring service providers performance against contracted metrics.
  • Jointly lead with the Director Post Collections the interface between CMs collection service providers and post-collection.
  • Actively identify opportunities for innovation improvements in collection standards increased operational efficiencies and reduced residue to support the common collection system.

Team Leadership and Development

  • Recruit and oversee a team of managers and specialists to ensure the effective fulfillment of objectives and flexibility to respond to unplanned operations challenges and opportunities.
  • Mentor coach and manage the performance of direct reports ensuring succession planning strategies to mitigate service disruptions.
  • Lead team development and staffing levels in collaboration with the HR support team.

Budgeting and Reporting

  • Participate in the development of a well-researched and planned annual operations budget to support forecasted operational activities and initiatives.
  • Prepare materials for Audit Committee PRO Operating Committee and the Board as required.
  • Develop oversee and monitor contract financial approval processes including providing direct oversight and leadership to the Contract Administration team.
  • Prepare accurate timely and data-driven reports as required.

Collaboration and Support

  • Publicly support strategic decision-making and operations while acting as a positive and contributing member of the senior management team.
  • Collaborate with the National Operations team on areas of material quality and audit technology innovation and continuous improvement.
  • Supervise lead and support special projects with assistance from National Operations in accordance with agreed-upon time frames and budget.
  • Collaborate with the P&E Communications and Corporate Affairs teams on areas of media municipal working groups meetings with Mayors and communication strategies that support operational changes.
  • Collaborate with Finance on contract costs and financial model assumptions that support ongoing accuracy and financial management.

Other Duties

  • Perform other duties as required including attendance at events and third-party meetings as necessary.
  • Oversight of ON community Transition/Post Transition activities including collection & consolidation contract procurement operationalization and day to day management.


QUALIFICATIONS

Education

  • Bachelors degree college diploma or equivalent management experience in a related field.
  • Continuing education and professional development in project management is an asset.

Experience

  • 10 years of progressive experience leading recycling collection systems including types specifications operating standards performance metrics and outcomes.
  • Advanced knowledge of procurement processes with 10 years of hands-on experience.
  • 7 years of experience in contract management and vendor relations as a decision-maker.

WORKING CONDITIONS

  • All CM employees work 40 hours per week remotely from a Canadian home office environment.
  • Activity Based Work model based in Ontario.
  • This role requires coordinating and meeting with internal and external stakeholders in multiple Canadian time zones.
  • Travel for field work meetings and events as required.
  • Drivers license A valid drivers license is required.
