GENERAL DESCRIPTION:


The SPA and Rules Manager provides support to the Policy Administration and Communications Section and the Division of Healthcare Financing through analysis projects that inform policy development implementation of best practices and Division strategic planning. This position drafts policy briefs provides policy recommendations and reviews existing Division policies and processes for opportunities to improve efficiencies and service provision. This position coordinates monitors reviews and submits State Plan Amendments and ensures SPAs align with state and federal rules and regulations. This position manages Division rules promulgation by providing coordination and facilitation throughout the promulgation process. This position provides support for the Division program initiatives and special projects.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Policy research & Reports: Conducts and assigns policy research tasks. Prepares data analyses and written reports in a timely and accurate manner. Develops recommendations for leadership regarding program refinement including operational improvements based on findings.
  • SPA Management & Tracking: Coordinates the development review and submission of State Plan Amendments (SPAs) within Division and federal timelines. Tracks and manages the full SPA process from drafting to federal approval.
  • Rules Management & Tracking: Facilitates the development revision and submission of Division rules to support Department initiatives and priorities ensuring adherence to state and federal regulations. Tracks and manages the full promulgation process.
  • Tracking of Federal Regulatory Changes and Policy Process: Monitors and flags upcoming federal regulatory and policy changes. Facilitate discussions to assess impacts and support timely Division response. Tracks the implementation of federal and legislative mandates and monitors policy review approval and denial processes.
  • Technical Writing & Documentation Development: Prepares and supports the preparation of technical documents requiring expertise in formatting and content development across multiple formal modalities including rule packages SPA submissions Statements of Reasons public notices provider and member guidance and other external communications. Monitors accuracy clarity and compliance with federal state and agency formatting requirements.
  • Division Performance Monitoring: Support the HealthStat process and identify opportunities for performance improvement within the Division.
  • Division Onboarding: Coordinate and conduct Onboarding on a quarterly basis as needed ensuring training materials remain accurate and up to date.
  • Special Projects: Manages and completes special projects requiring various areas of expertise including policy cross-Division coordination customer service etc. Provides program support and assumes ownership of various divisional duties as assigned. Supports general Division operations as needed.

Qualifications



KNOWLEDGE:


  • Understanding of State and Federal regulations.
  • Ability to navigate complex healthcare topics.
  • Knowledge of State Rules and Rules Promulgation Process.
  • Strong ability to draft and understand technical writing.
  • Ability to use and navigate database systems.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Business)
Experience:
1-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst III
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst III

PHYSICAL WORKING CONDITIONS:


  • The employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.
