Funds IT Programme Lead

As Technical Delivery Manager you will lead and drive a large complex modernisation programme within Euroclear Funds. The programme will migrate a critical Funds application estate fromonpremise infrastructure to Microsoft Azure while transforming the underlying technology stack from to modern C# and rearchitecting the platform to create a harmonised scalable and cloudnative solution.

This is a senior delivery leadership role operating at programme scale. You will coordinate multiple delivery streams system integrators and internal teams ensuring successful execution acrosstechnology transformation cloud migration application rebuild and organisational change.

Key Responsibilities

Programme & Delivery Leadership

• Own the endtoend technical delivery of the Funds modernisation programme from strategy and mobilisation through to build migration and stabilisation.
• Manage delivery risks dependencies and critical path items across a complex multiyear transformation.

Platform Modernisation & Cloud Migration

• Lead the migration of the Euroclear Funds application estate from onpremise to Azure leveraging the Evolve cloud programme for standards tooling and governance.
• Drive the technology transformation from to C# including code migration refactoring rearchitecture and selective rebuild where required leverage best practice (GenAI / LLMs) to expedite.
• Ensure the target platform is cloudnative resilient secure scalable and operable aligned with Euroclears longterm architecture vision.
• Oversee application redesign and reengineering to harmonise the Funds platform and reduce technical debt.

Technical & Architectural Oversight

• Work closely with internal architects SMEs and engineering leads to define target architecture migration patterns and modern engineering practices.
• Ensure consistent application of DevOps CI/CD automation security and quality engineering standards.

Partner & Vendor Management

• Lead delivery at scale with consultancies and system integrators holding partners accountable for outcomes quality and delivery commitments.
• Coordinate internal and external teams to operate as a single delivery unit with shared goals and transparency.

Stakeholder & CrossFunction Collaboration

• Act as the primary delivery interface between Funds business stakeholders product architecture infrastructure security and operations teams.
• Leverage the Digital Engagements programme (D360)& the cloud programme (EVOLVE) to align delivery with product client and business engagement models.

Governance Reporting & Assurance

• Establish and maintain strong delivery governance including progress tracking financial management and executive reporting.
• Provide clear datadriven updates on milestones risks and outcomes to senior stakeholders.
• Ensure compliance with Euroclears risk security and regulatory obligations throughout the programme lifecycle.

Required Skills & Experience

• Proven experience leading largescale technology transformation or modernisation programmes in complex enterprise environments.
• Strong background in application modernisation including legacy technology migration refactoring and cloud rearchitecture.
• Handson understanding of .NET technologies ( and C#) and modern Azurebased architectures.
• Demonstrated experience delivering cloud migrations to Azure within governed regulated environments.
• Strong experience working with system integrators and consultancies at scale.
• Excellent stakeholder management and communication skills with the ability to influence at senior levels.
• Experience operating in distributed multilocation delivery models.

Preferred Experience

• Experience in financial services funds or posttrade environments.
• Familiarity with regulatory resilience and security requirements in critical financial market infrastructures.
• Prior experience working within structured enterprise programmes such as cloud enablement or digital transformation initiatives.
