Scope of Project
The NC Department of Health and Human Services (DHHS) is seeking a Senior Business Analyst / Software Tester to support the Division of Public Health (DPH) statewide IT project DHHS DPH LIMS v11 Migration to LPH1.
This hybrid role combines business process analysis and software quality assurance testing responsibilities. The consultant will work with multiple internal and external stakeholders to gather and document business requirements develop analysis artifacts and execute testing activities to ensure successful system implementation and application stability.
Responsibilities:
Business Analysis Duties
- Develop strong understanding of system functions uses and requirements
- Gather analyze and document business requirements from stakeholders
- Identify and document current and future state workflows
- Develop artifacts including:
- Business Objects Inventory List
- Reports Email Notifications and Forms List
- User Stories
- Permission Matrix
- Wireframes
- Context Diagrams
- Functional Decomposition
- Entity Relationship Diagrams
- Data Dictionaries
- Perform gap analysis documentation
- Translate business needs into functional specifications
- Support system go-live activities
- Prepare and maintain project documentation
- Collaborate with development teams to ensure accurate implementation
Software Testing Duties
- Execute manual and automated test cases
- Perform regression integration and UAT testing
- Conduct data migration testing
- Perform back-end testing including API and server-side validation
- Write and execute SQL queries to verify data integrity
- Identify document and track defects using Jira QC ADO
- Create and maintain test plans and scripts
- Ensure QA standards and SDLC compliance
- Work in Agile testing environments (Scrum/Kanban)
Required/Preferred Skills:
Required:
- 7 years business systems analysis and testing methodologies
- 7 years gathering requirements and business process redesign
- 5 years creating context diagrams and functional decomposition
- 3 years SQL query writing and relational database experience
- 3 years manual and automated testing experience
- Strong SDLC knowledge
- Experience with Microsoft Office Suite and Microsoft Project
- Strong communication and documentation skills
Highly Desired:
- Experience working for State government
- 3 years Healthcare/Public Health experience
- Experience with DPH public health lab systems
- 3 years familiarity with Agile methodologies
- Experience with Jira QC ADO defect tracking
- Experience with UFT Tosca NeoLoad Selenium
