REPORTS TO:Laboratory Supervisor

FLSA STATUS: Non-Exempt

CLASSIFICATION: Personnel System; Requires satisfactory completion of a twelve month probationary period.

PAY GRADE: 112

SAFETY SENSITIVE: Yes; Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.
Purpose of Job
The purpose of this job is to perform technical functions associated with testing and analyzing samples throughoutthe water treatment process to assure compliance with federal state and local standards. Duties and responsibilitiesinclude but are not limited to analyzes water samples and performs various testing evaluates the results of testingand recording data prepares reports maintains equipment and performs additional tasks as assigned.
Job Related Requirements

WORK SCHEDULE: Monday - Friday 7:00 am - 3:30 pm with rotating weekends; subject to call back as needed.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle andmust abide by ACCs safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Vocational/Technical school training in Chemistry Biology Environmental Science Water or Wastewater Operations or relateddiscipline with one year of water treatment sample collections or related experience required; or any equivalentcombination of education training and experience which provides the requisite knowledge skills and abilities forthis position.
Must possess or be able to obtain state certification as a water laboratory analyst or a wastewater laboratory analystwithin 12 months of employment.
Must possess a valid Drivers License.

Essential Duties Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Analyzes water samples taken from the distribution system water treatment and water reclamation facilities byperforming standard chemical bacteriological and physical examinations; calculates results of analyses.
Bleeds fire hydrants to improve water quality.
Analyzes samples for various parameters as required by EPA EPD department rules and regulations plantregulations and standard laboratory procedures.
Collects analyzes and monitors raw water sources on quarterly basis.
Records analysis data; prepares reports of the results of sample analyses.
Checks new lines including collecting samples.
Collects samples for lead and copper analysis.
Operates and maintains laboratory equipment; prepares requisitions for new/replacement laboratory equipment.
Receives and/or prepares correspondence forms reports and other documentation; reviews processes and/orforwards documents as appropriate; maintains files and logs; performs other clerical duties.
Answers questions and responds to complaints related to the water treatment process.
Answers the telephone; provides information; takes and relays messages and/or directs calls to appropriatepersonnel; returns calls as necessary.
Responds to routine requests for information from officials employees members of the staff the public or otherindividuals.
Conducts demonstrations for elementary middle and high schools.
Performs other duties as assigned.
Knowledge Skills and Abilities
Knowledge of the policies procedures and activities of the Public Utilities Department as they pertain to theperformance of duties relating to the position of Laboratory Technician I.
Knowledge of the terminology used within the department.
Knowledge of applicable federal/state laws Unified Government ordinances departmental policies and proceduresand departmental methods as required in the performance of duties.
Knowledge of EPD regulations and National Interim Primary Drinking Water Regulations.
Knowledge of standard laboratory principles techniques terminology equipment and materials.
Knowledge of basic chemistry biology and water treatment process.
Ability to compile organize prepare and maintain an assortment of records reports and information in an effectivemanner and according to departmental and/or governmental regulations.
Ability to communicate effectively with supervisors and other staff members.
Ability to use independent judgment in routine and non-routine situations.
Ability to plan organize and/or prioritize daily assignments and work activities.
Ability to comprehend and apply the regulations and procedures of the department.
Ability to communicate effectively by oral and written communications.
Ability to perform standard mathematical calculations such as ratios unit conversions percentages and otherlaboratory-related mathematics.
Ability to operate various laboratory equipment and office equipment including an autoclave colorimeter hydrantbleeder incubator pH meter portable meters turbidimeter computer calculator and telephone.
Ability to utilize various software programs relevant to the position.
Ability to read blueprints and maps.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including an autoclave colorimeter hydrant bleeder incubator pH meter portable meters turbidimeter computer calculator and telephone. This position requires: walking standing bending stooping pushing pulling lifting fingering grasping feeling seeing talking hearing and repetitive motions. Must be able to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. Physical demand requirements are at levels of those of light work.
DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional structural or compositional characteristics (whether similar to or divergent from obvious standards) of data people or things.
INTERPERSONAL COMMUNICATION: Requires the ability to hear speak and/or signal people to convey orexchange information. Includes giving/receiving assignments and/or directions to/from co-workers assistants orsupervisors.
LANGUAGE ABILITY:Requires the ability to read a variety of informational documentation directionsinstructions methods and procedures. Requires the ability to prepare letters reports forms etc. using prescribedformats and conforming to all rules of punctuation grammar diction and style. Requires the ability to speak to
individuals with poise voice control and confidence.
INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques to acquire andbe able to expound on knowledge of topics related to primary occupation and to make independent judgment in theabsence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information to explain procedures and tofollow oral and written instructions. Must be able to communicate effectively and efficiently in a variety ofadministrative technical or professional languages including water treatment and laboratory terminology.
NUMERICAL APTITUDE:Requires the ability to utilize mathematical formulas; to add and subtract totals; tomultiply and divide; to determine percentages; to interpret graphs; and to perform calculations involving variablesformulas square roots and polynomials.
FORM/SPATIAL APTITUDE:Requires the ability to inspect items for proper length width and shape visuallywith a variety of machinery and equipment including an autoclave colorimeter hydrant bleeder incubator pHmeter portable meters turbidimeter computer calculator and telephone.
MOTOR COORDINATION:Requires the ability to coordinate hands fingers and eyes accurately in usingequipment. Requires the ability to lift bend push pull manipulate equipment/tools and objects as the positionnecessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated office equipmentlaboratory equipment and chemicals. Must have the ability to use one hand for twisting or turning motion whilecoordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: May require the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receivinginstructions. Must be adaptable to performing under minimal stress when confronted with an emergency.
