Job Summary:

This position supervises Commercial Drivers License (CDL) Field Examiners and manages all unit resources and services. Develops annual office budgets and controls the office expenditures. Review & monitor the collection accounting safeguarding and depositing of revenue funds. Assists with the more challenging customer service issues and needs. Will be required to drive a state vehicle for travel.

Job Duties:

Provide oversight of multiple CDL examiners; ensuring the quality and integrity of the CDL examiner program by providing high quality public service. Develop a highly motivated staff and implement process improvements. Manages building and maintenance requests and needs. Interview and select applicants for available positions.

Develop examiner training plan and daily work ensure appropriate staffing and coverage document and review performance administer discipline approve leave requests and initiate personnel actions. Develop succession planning. Lead teams or special projects.

Ensure examiners meet Federal Motor Carrier Safety Administration (FMCSA) standards contract compliance risk management and enforcement incident reporting. Approve or reject identity documents from domestic & foreign applicants for drivers licenses (DL).

Knowledge Skills & Abilities (KSAs):

Knowledge of:
MVD & ADOT policies & procedures.
ARS Title 28 Arizona Administrative Code CDL Policy and Procedures and Federal Motor Carrier Safety Regulations CFR Title-49.
Basic management functions - revenue expenditures.
Program & other performance metrics goals/targets variance reporting; leadership and the Continuous Process Improvement.
Extensive knowledge of CDL Federal and State laws.
CDL Class A B and C requirements as well as Special Performance Evaluation requirements to administer CDL road skills/written tests.
Commercial vehicle inspection procedures and equipment requirements including Gross Vehicle Weight Rating requirements and procedures.
Medical Review requirements.

Skills in:
Research and analysis.
Oral and written communication.
Organization of workspace materials and time management.
Interviewing hiring and training new employees in work processes.
Coaching employees.
Computer operation using Google Workspace Microsoft Office programs and MVD databases.
Multitasking and organization to handle conflicting work priorities and deadlines.
Obtaining training and administering the issuance of a CLP/CDL.
CDL examiner training and ELDT.
Problem solving.
Personnel management subordinate development.
Motivational principles processes and practices.
Public relations customer relations interpersonal relations.

Ability to:
Manage a program consisting of multiple work units.
Establish standard work processes and procedures.
Evaluate to improve unit performance and satisfy customer needs lean processes.
Lead motivate & inspire a diverse group of people to accomplish unit goals responsibilities to create and execute action plans to address office performance gaps.
Respond to media contacts as authorized and respond to contract concerns and/or disputes with Procurement management.
Understand analyze and evaluate data.
Exercise considerable judgment and discretion.

Selective Preference(s):

1 year of CDL Lead experience or 2 years of supervisor experience; 1 year of Project Management experience.

Pre-Employment Requirements:
  • Valid Class A CDL.
  • American Association of Motor Vehicle Administrators (AAMVA) CDL Examiner Certified Trainer.
  • ELDT TPR (Training Provider Registry) Certified.
  • Background check required.

If this position requires driving or the use of a vehicle as an essential function of the job then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
