Position Summary
The Office of Safe Neighborhoods is seeking a full-time Data Analyst to oversee efforts to improve the use of criminal justice human services and other administrative data by transforming data into routine reports dashboards and geospatial analytics to support criminal justice planning and operations for its Incarcerated Community Crisis Intervention Program (ICCIP).
The Incarcerated Community Crisis Intervention Program aims to reduce violence in correctional facilities and communities. Using a Credible Messenger model community leaders engage individuals both in prisons and in the community. The program fosters collaboration conflict resolution and resource sharing between communities and facilities.
Through data support the Data Analyst will ensure that all performance measures and goals are consistently met. This position will also be tasked with coordinating with other OPS and City staff law enforcement personnel social service providers and community members.
Essential Functions
Carries out aspects of research and data analysis projects under the supervision of the OSN Director of Strategic Planning and & Analysis as well as the OPS Director of Performance Management & Technology.
Manages and designs the reporting environment including data sources security and metadata.
Develops project requirements and coordinates extensively with subject matter experts technical staff and end-users.
Processes confidential information in accordance with federal state and local regulations.
Provides technical assistance to department staff and IT staff from partner agencies whose data OPS uses to program key performance indicators.
Performs statistical analyses for projects and reports.
Develop graphs detailed statistical reports and presentations of project results and routine data needs.
Updates implements and maintains procedures for replicating analytic products.
Develop project management plans and monitors the timeliness of milestones that ensure adequate completion of deliverables.
Advise on data collection and performance measurement activities for program and policy development purposes.
Supports implementation through database development conducting baseline analyses and creating ongoing reporting frameworks.
Serves as a liaison with academic partners on formal evaluations or external analyses.
Facilitate improved data and information sharing between OPS and other City and non-city partners.
Apply a racial equity lens to data analysis and evaluation projects.
Competencies Knowledge Skills and Abilities
Strong quantitative skills including an ability to use statistical programs to organize and analyze large amounts of data
Experience working with large datasets and relational databases
Knowledge of Philadelphia neighborhoods with an emphasis on the Philadelphia Police Departments Pinpoint areas
Experience with criminal justice system data
Project management experience
Data management and technical analysis skills
Business writing and documentation; visualization of summary data
Communication and interpersonal skills
Experience with technical assistance and applied research
Strong writing skills and demonstrated ability to translate/synthesize data into precise products that are accessible to a non-technical audience
Commitment to using data to reduce racial ethnic and economic disparities within the criminal justice system
Experience applying a racial equity lens to data analysis policy and program evaluation (preferred)
Track record of delivering results in a high-pressure/crisis environment with multiple workstreams
Work-Life
Working hours are generally 37.5 hours per week. All employees report in-office five (5) days per week.
Qualifications :
Two - Three years of relevant data analysis experience
Proficiency writing complex queries and joining and appending tables
Familiarity with ArcGIS Online map publishing and tools
Experience with data visualization and graphic tools for creation of presentation materials
Working knowledge of data management and database design principles
Ability to manage large datasets table and graph production maps and written analysis.
Flexibility and capacity to manage multiple priorities with competing deadlines
Knowledge of social science research and investigation methodology and its application to a variety of problems
Ability to transform complex information in understandable information to guide use
Advanced knowledge of Excel Access PowerPoint and statistical packages (SPSS SAS R Stata and/or similar analytical software)
Proficient in project management software such as SharePoint and Microsoft Office
Knowledge of ESRI ArcGIS 10.x software for editing data creation analysis and map production including Model Builder and Spatial Analyst a plus
Knowledge of SQL R and/or python scripting a plus
Excellent written and verbal skills
Knowledge of and experience with qualitative data collection and analysis a plus
Experience working on multidisciplinary teams a plus
Experience working with data from human service organizations a plus
Experience working with justice-involved populations demonstrated knowledge of challenges facing justice-involved populations
Knowledge of and experience working with Philadelphia communities
