Job Description

The Duval Clerk of Court is seeking a Business Process Analyst (BPA) to join our Strategic Initiatives Department to further enhance operational efficiency and provide outstanding customer service. The BPA is responsible for analyzing and documenting current business processes. They collaborate with management process owners and customers to develop and implement improved business models. The role assists in the creation and tracking of value-based performance indicators for operations within the office and helps to ensure process adherence to the Clerks mission. The ideal candidate will have a strong background in process optimization LEAN methodologies continuous improvement as well as project management. This role requires a strong ability for identifying inefficiencies and implementing effective solutions to enhance operational performance. The ideal candidate will embrace the exploration of emerging technologies such as machine learning and process automation to identify opportunities for enhancing business processes. The BPA should understand how these technologies could integrate with or improve current workflow models and contribute to innovation and efficiency.

Examples of Work

  • Documents current business processes using business models workflow diagrams and detailed written explanations.
  • Develops process improvement solutions and recommendations that align with Clerk initiatives and priorities.
  • Extracts and performs analysis of data from various operational systems.
  • Learns how the Clerk technology systems work with current workflow processes
  • Assesses the impact of changes to related business processes and develops cost/benefit analysis.
  • Conducts research to identify best practice process models.
  • Research and review legislative requirements for business processes.
  • Acts as liaison between departments to facilitate consistency in business processes.
  • Collaborates with cross-functional teams to design and execute process improvement initiatives.
  • Develops performance indicators to measure the results of the process effectiveness.
  • Uses effective communication and change management practices.
  • May need to travel to various Clerk locations within Jacksonville with occasional travel possible for educational conferences within the State of Florida.
  • Communicates effectively verbally and in writing.
  • Frequent contact with internal and external customers consultants vendors and other government agencies.
  • This position works under limited supervision.
  • Will often work on more than one project at any one time.
  • Prioritizes and evaluates time and resource requirements to meet deadlines.
  • Performs other duties as assigned.

  • Ability to quickly learn and interact with various technology and computer management systems.
  • Strong skills in identifying optimal solutions to enhance processes.
  • Ability to extract format and analyze data using tools such as Excel spreadsheets
  • Monitor and measure the effectiveness of implemented changes and adjust strategies as necessary.
  • Demonstrated experience in interactive group techniques functional analysis and process flow analysis sufficient to facilitate change management and other management improvements.
  • Demonstrated experience in process analysis projects through post-implementation analysis.
  • Demonstrated project management experience
  • Ability to create clear documentation
  • Ability to create project plans and detailed work schedules
  • Ability to create and present findings in a professional manner to all levels of the organization including Clerk Executives and other government process stakeholders.
  • Knowledge of LEAN methodologies and tools including value stream mapping 5S Kaizen and root cause analysis is helpful.

Open Requirements/Supplemental Information

  • Four (4) years combination of education and/or experience in business process analysis and project management.
  • Proficient in data management tools including Microsoft Excel.
    • Proficient in creating clear PowerPoint presentations as well as process flow charts using graphical tools such as Microsoft Visio.
  • A bachelors degree in information systems Business Administration Accounting Engineering or a related field from an institution accredited by a nationally recognized accrediting agency - preferred.

LICENSING/ CERTIFICATION/REGISTRATION:

  • PMP (Project Management Professional) certification or demonstrated project life-cycle management experience.
  • LEAN certification (e.g. Six Sigma Green Belt LEAN Practitioner) - preferred.
