Job Duties:

Under the administrative direction of the Institutional Superintendent and in coordination with the Facilities Operation Administrator independently administers and oversees all Maintenance Transportation Housekeeping and Groundskeeping functions for the Center. Provides expert leadership in building maintenance and environmental operations ensuring safe efficient and code-compliant facilities across multiple locations. Responsible for 24/7 operational readiness to address emergency situations.

Leadership & Supervision

  • Supervise train schedule assign evaluate and discipline Maintenance Housekeeping Transportation and Groundskeeping staff Maintenance Repair Workers and Custodial Workers.

  • Develop workforce standards and performance guidelines; monitor quality and productivity of staff.

  • Establish departmental priorities and schedules.

  • Assist executive leadership in formulating and implementing policies related to environmental operations.

  • Coordinate departmental functions with other operational areas of the Center.

  • Participate in institutional committees (e.g. Leadership Health & Safety Sanitation Humanization Traffic) to align environmental services with overall Center objectives.

Maintenance & Operations Management

  • Direct and manage comprehensive maintenance and repair programs across all assigned facilities and grounds.

  • Oversee preventive and corrective maintenance programs including but not limited to:

    • HVAC and complex air handling systems

    • Life safety systems

    • High-voltage electrical lines and equipment

  • Conduct routine inspections of buildings grounds and equipment to identify prioritize and implement repair needs.

  • Oversee remodeling renovation and capital improvement projects.

  • Prepare equipment and supply specifications and develop specifications for small maintenance contracts.

  • Monitor environmental standards and energy conservation initiatives.

  • Maintain responsibility for 24-hour emergency response availability.

Compliance & Regulatory Oversight

  • Ensure compliance with all applicable State and Federal technical standards policies and regulations related to Health and Safety.

  • Monitor adherence to Life Safety Code Ohio Building Code (OBC) Medicaid ICF-MR regulations and other applicable certification requirements.

  • Collaborate with the Project Coordinator to secure required approvals and certifications.

  • Coordinate documentation and regulatory compliance activities.

Budgeting & Administrative Oversight

  • Prepare and manage annual maintenance budget requests; ensure adherence to approved budgets.

  • Review and monitor proposals contracts and service agreements.

  • Participate in preparation and review of reports and plans for major capital improvements; provide recommendations to administration.

  • Oversee inventory control asset management systems and space utilization planning.

  • Develop and maintain records including work order systems supporting preventive and corrective maintenance programs.

  • Establish long-range goals and objectives for environmental and facility operations.
