MINIMUM QUALIFICATIONS


A. Education Experience and Training


1. Bachelors degree from a college or university accredited by an organization recognized by
the Council for Higher Education Accreditation (CHEA) or by the United States Department
of Education (USDE). Major course work in Business Administration Computer Science
Management Information Systems or a related field preferred. Each year of experience as
described below in excess of the required years of data processing information technology
or management information systems experience may be substituted for thirty semester
hours from an accredited college or university on a year-for-year basis.


2. Four years full-time wage-earning information technology project or process management
experience
and
four years full-time wage-earning data processing information technology or management
information systems experience
or
four years full-time wage earning general project or process management experience
and
five years full-time wage-earning data processing information technology or management
information systems experience.


3. Experience in the supervision of employees preferred.


4. Governmental program experience preferred.


5. Certification as a Project Management Professional (PMP) from the Project Management
Institute (PMI) preferred.


B. Knowledge and Skills


1. Knowledge of project management theories and practices.


2. Knowledge of state and federal laws rules regulations and statutes relevant to the
administration of projects.


3. Knowledge of current information systems technologies practices and procedures
preferred.


4. Knowledge of agency and departmental organizational structure policies procedures
rules and regulations preferred.


5. Skill to communicate ideas and instructions clearly and concisely.


6. Skill to coordinate with other staff departments officials agencies organizations and the
public.


7. Skill in administrative problem-solving techniques.


8. Skill to review technical data and prepare technical reports.


9. Skill in the use of computers and related equipment in a stand-alone or local area network
environment.


10. Skill to manage project activities.


11. Skill to develop and evaluate administrative policies and procedures.


12. Skill to evaluate new technical developments.


13. Skill to project resource requirements and to coordinate planning and budgeting.


14. Skill to monitor program budgets contracts and service agreements.


15. Skill to plan assign and supervise the work of others.


ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION

JOB SUMMARY

Performs complex project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; communicating with project stakeholders management and other relevant parties; and planning assigning and supervision the work of others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS

A. Manages develops oversees and evaluates information technology projects using accepted project management methodologies; prepares required management and productivity reports and studies; and compiles and distributes project information project status reports and project budget expenditures.

B. Initiates projects obtains authorization and commitment and defends business need and project feasibility; and communicates and explains project methodology and processes to management and program staff.

C. Develops project budgets schedules work plans resources requirements and cost estimates and projections; and monitors and manages project cost to ensure project completion within budget.

D. Coordinates project activities with project staff agency management and other agencies organizations and contractors; develops criteria for evaluating programs proposals and project information; identifies potential project risks and difficulties and recommends strategies to circumvent; and monitors and manages project quality to ensure project outcomes are acceptable and to fulfill project specifications.

E. Plans assigns and supervises the work of others. * Performs a variety of marginal duties not listed to be determined and assigned as needed.
