Description of Work

Work in this class involves assisting in planning supervising and coordinating activities in a closecustody institution. Employees supervise Correctional Sergeant IIIs and may serve as the Officer-inCharge in absence of the Captain. Employees assist in planning and supervising personnel actions administrative affairs officers work schedules and coordinating activities involving discipline security and the welfare of the inmate population. Employees responsibilities are primarily custodial in nature serving as an assistant shift supervisor because of the large staffing structure. This level is distinguished from Correctional Lieutenant II based on increased staffing totals supervision for the most dangerous and non-compliant inmates larger inmate population totals and the complexity of the facility operation which generally includes restrictive and controlled housing. Employees typically report to a Correctional Captain III.

Knowledge Skills and Abilities/Management Preferences

The primary purpose of the Security Risk Group (SRG) Lieutenant for the facility is to manage the day-to-day functions related to the Security Risk Group (SRG) population and serve as the lead for the facility in working with SRG intel. The position will:

  • Oversee supervise and provide guidance for the Intelligence Team to include the Security Risk Group Intelligence Officer (SRGIO) in SRG related issues/incidents at the facility level.
  • Maintain a source of accumulative information regarding any activities or persons that may pose a risk to the general public staff offenders or the orderly operation of a prison facility.
  • Provide security supervision and gathering of intelligence for potential incidents involving gang activity and related data.
  • Oversee the investigation process for SRG related issues/incidents at the facility level.
  • Monitor trends track the validation process and track progress of all SRG programs.
  • Serve as liaison to the Division of Institutions at the facility level.
  • Interact on a daily basis with facility staff and leadership regarding all SRG matters.
  • Serve as the primary resource and subject matter expert for all facility staff by providing oversight and guidance in the performance of SRG duties.
  • Complete required reports i.e. SRG Reports Disciplinary Reports Incident Reports Use of Force Reports Accident Reports etc. within designated time frame per NCDAC Policy and Procedures & facility Standard Operating Procedures.
  • Ensure offenders are moved throughout the institution in a safe secure and orderly manner.

The salary grade for this position isNC11 Salary Range: $45431- $79504. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. If selected for this position a new salary will be recalculated taking into consideration the quantity of relevant education and experience funding availability and internal equity. Based upon these factors a pay increase MAY result.

About Granville Correctional Institution:

Granville Correctional Institution houses offenders in both single cells and dormitories. When the facility opened in 1997 its main mission was to process newly admitted youthful offenders between the ages of 19 and 21. The prison also houses offenders that participate in job assignments and other programs. It is a close-custody prison but it is also approved to house offenders assigned to maximum control intensive control disciplinary segregation and safekeeping status.


The prisons high-security maximum control unit (HCON) opened in October 1998. This high-security concept in correctional design is intended for the states most violent and assaultive offenders. The Supermax (HCON) unit in Butner was the first of its kind in North Carolina.


Due to the demand of prison space in 2003 the facilitys age criteria for offenders changed from 18-21 to 19-25. In October 2005 the facility changed its name from Polk Youth Institution to Polk Correctional Institution to reflect this older population including the HCON unit.


Polk Correctional Institution officially opened November 15 1997 when offenders were transferred to the new facility. The new prison in Butner replaced an old unit on Blue Ridge Road in Raleigh. The original Polk facility acquired its name in 1920 from Col. William Polk a decorated officer in the Revolutionary War. It was built on the grounds of Camp Polk a U.S. Army tank base during World War I. Initially inmates farmed the site. On Oct. 4 2021 the facilitys name was changed to Granville Correctional Institution.

Management Preferences:

Effective July 1 2025 candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. The knowledge skills and abilities listed in the vacancy announcement should be used as management preferences and be used to screen for the most qualified pool of applicants.

Management Preferences:

  • Documented experience of the methods and procedures of discipline and rehabilitation of offenders confined to a correctional facility.
  • Knowledgeable in emergency response procedures.
  • Documented knowledge and/or experience working with Security Risk Group (SRG) populations and intel.

Minimum Education and Experience

High School or General Educational Development (GED) diploma and three years of experience as a Correctional Sergeant or two years of experience as a Correctional Sergeant III; or an equivalent combination of education and experience. Necessary Special Qualifications Must be eligible for certification by the N.C. Criminal Justice Education and Training and Standards Commission.
