Job Summary

The Senior Manager of Project Controls will be involved over the full lifecycle of capital projects assisting with budgeting planning and scheduling and reporting for projects within the Authoritys Capital Investment Plan (CIP) with the goal of reducing risk while achieving on-budget and on-time performance.

Duties & Responsibilities

  • Project Budget
    • Oversee and manage the development and implementation of total project budget cost estimating cash flow projections and estimate at completion (EAC) projections for MBTA Capital Projects.
    • Perform cost management including project trend analysis and change management.
    • Provide QA/QC review of all project budget/cost-related data.
  • Scheduling
    • Oversee the development of the Master Schedule that will be cost loaded to provide cash flow projections.
    • Oversee with and analyze project schedules; assisting Project Managers with monitoring project schedules against actual progress by comparing baseline and report progress against the schedule forecasting impacts of proposed changes on schedules.
    • Provide Project Managers with mitigation strategies should the project experience any delays.
    • Review schedules to determine if the schedule reviewer and construction contractor compliance with the scheduling requirements included in their contract.
    • Review and evaluate design schedules for acceptability.
    • Prepare schedule analysis reports.
    • Review Contractors Time Impact Analysis submissions.
  • Manage design and construction planning and scheduling activities provided by outside schedule consultants.
  • Coordinate proposed schedules with various MBTA Departments to ensure compatibility between all departments.
  • Claims / Change Orders / Risk / Contingency
    • Assist the Change Management group with the review and analysis of cost data associated with claims and time extensions.
    • Analyze project performance data for risk trends.
    • Assist with monitoring project progress status for earned value analysis.
    • Coordinate and participate in risk analysis constructability and value engineering workshops.
    • Perform qualitative and quantitative risk assessments.
    • Identify key risk concerns to future construction projects.
    • Calculate project schedule and cost contingency.
  • Other
    • Maintain Lessons Learned Database for past project performance information sharing.
    • Design and develop new Project Control reports.
    • Participate in the development of business process flow model for existing department work flows and identify solutions to improve existing processes.
    • Developing materials for public input including high quality charts tables and presentations.
    • Perform assigned tasks involving data cleaning data analysis qualitative and quantitative analysis
    • Develop reading presentations and project reports.
    • Respond to each inquiry whether from a customer vendor or co-worker in a courteous and professional manner consistent with the Authoritys customer service quality standard.
    • Uphold the rights and interest of the Authority while building and maintaining an effective relationship with employees.
    • Provide mentorship and guidance to Project Controls team with project control activities.
  • Assist with ensuring the fair and consistent application and strict adherence to the rulesregulations andpolicies of the Authority including the EEO Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.

Minimum Requirements & Qualifications

  • A Bachelors degree from an accredited institution in Engineering Construction Management Business Administration.
  • Minimum of five (5) years of experience in project controls financial reporting project management.
  • Minimum of two (2) years of supervisory or management experience.
  • Minimum of Two (2) years of experience working on large capital projects > $100 million.
  • Highly organized with ability to manage time resources and people with an exceptional ability to handle multiple projects simultaneously.
  • Expert understanding of Project Budgets Change Management Earned Value Cost and Schedule management associated with major project execution.

Substitutions Include

  • A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelors degree requirement.
  • An associates degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelors degree requirement.
  • A masters degree in a related subject substitutes for two(2)years of general experience.
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.

Preferences

  • Masters degree from an accredited institution in Engineering Construction Management Business Administration or a related field.
  • Eight (8)years of experience in project controls project management program management contract management change management or capital planning
  • Certification in Project Management (PMP)
  • AACEI Credential
  • Strong analytical and problem-solving skills.
  • Strong attention to detail.
  • Excellent communication analytical and presentation skills with ability to influence people at all levels of the organization both vertically and horizontally.
  • Ability to learn quickly take direction and work independently and to use creative collaborative and consultative approaches to resolve issues.
  • Advanced expertise in Excel and PowerPoint includes Pivot Tables and large data sets.

  • Be at least eighteen (18) years of age except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston MA metro area as required by the role.

  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Ability to pass a Criminal Offender Record Information (CORI) check comprehensive background screening and / or medical Clinic screening potentially including physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned directed or necessary for this position including (for some transit / operations roles) up to twenty-four (24) hours per day seven (7) days per week as necessary to accommodate severe weather conditions emergencies or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally interns / co-ops must have valid work authorization and U.S. Social Security Numberprior to starting pre-employment screenings / pre-boarding working in their positions and throughout the duration of their program.
