DESCRIPTION

The Alameda County Social Services Agency (SSA) iscomprised of 2400 men and women working collectively and in partnership withcommunity-based organizations to serve the needs of the community. Services areprovided through four departments: Administration and Finance Adult and AgingServices Children and Family Services and Workforce and BenefitsAdministration. THE POSITION

Under general direction to supervise review andevaluate the work of a unit responsible for investigations assessments caseand client management and estate administration and associated support work inthe Department of Adult and Aging Services.

IDEAL CANDIDATE

The ideal Adult Protection Supervisorcandidate willpossess:

Broad knowledge related to the laws and principles ofAdult Protective Services with an understanding and/or willingness to gainunderstanding of the principles and practices of public administration programplanning and development.

Professional knowledge and understanding regarding thenormal aging process the impact of age-related illnesses mental illness anddevelopmental disabilities on the ability to independently manage dailyactivities and the psycho-social dynamics of self-neglect or neglect or abuseby a third party.

Understanding of the role of the Social ServicesAgency including its policies procedures program and services.

Outstanding communication and listening skills thatclearly articulate information verbally and in writing.

Ability to work effectively with a diverse group ofindividuals with varying ideas and job functions; ability to demonstrateinterpersonal sensitivity.

Ability to effectively direct and monitor employeeperformance develop and implement improvement plans when performance does notmeet requirements and take corrective action as needed.

Ability to exercise sound judgment and maintain focuswhile coaching employees who are making diagnostic risk assessments anddecisions regarding abuse or neglect intervention and remediation.

Exceptional organizational skills including theability to effectively handle changing priorities.

Proficient computer skills including competence in theuse of AACTS or Panoramic.

MINIMUM QUALIFICATIONS

Education:

Possession of a Masters degree in Social Work ClinicalPsychology Counseling Gerontology Business or Public Administration or aclosely related field from an accredited college or university.

AND

Either I

Experience:

The equivalent of one (1)year of full-timeexperience as an Adult Protective Services Worker II Deputy PublicGuardian-Conservator/Investigator or higher-level social worker classificationin the Alameda County classified service.

Or II

The equivalent of two (2)years of full-timeexperience providing social casework services to the mentally ill or elderly ina public or private social services organization or mental health organizationequivalent in level of responsibility to that of the Adult Protective ServicesWorker II in the Alameda County classified service.

Or III

Two years of full time experience in the management offinancial assets for estates or individuals or the management of investments.

License: Possessionof a valid California Motor Vehicle Operators license.

NOTE: The CivilService Commission may modify the above Minimum Qualifications in theannouncement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess thefollowing competencies:

Knowledge of:

  • Crisis intervention methods and techniques.
  • Casework methods and techniques with particular reference to the problems in adult neglect exploitation and abuse.
  • Procedures used in the marshalling and management of estate assets and trust funds.
  • Principles methods and techniques of organizational management and supervision.
  • Relevant laws codes and regulations as it relates to guardianship/conservatorship elder and dependent adult protection and estate administration.
  • Applicable computer applications and software as it pertains to the job.
  • The normal aging process and the psychopathology of aging and family relationships.

Ability to:

  • Plan assign direct review and supervise the work of professional technical and clerical staff.
  • Train and evaluate personnel.
  • Establish and maintain cooperative relationships with those encountered in the course of the work.
  • Communicate effectively orally and in writing.
  • Interpret apply and explain federal state local laws and Departmental policies procedures laws and regulations.
  • Analyze and interpret information and make sound decisions.
  • Lead effectively.
  • Represent the County with other governmental agencies organizations and the public effectively.
  • Consider personal and psychological factors in difficult personnel child client or family situations and demonstrates interpersonal and cultural sensitivity.

    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWINGSTEPS:

    1.A review of the applicants application to verifypossession of minimum requirements. Those candidates who possess the minimumrequirements for the class will move on to the next step in the examinationprocess.

    oral interview which will be weighted as 100%of the candidates final examination score. The oral interview may containsituational exercises.

    Candidates must attain a qualifying rating on eachportion of this recruitment.
