Digital Strategy and Planning Officer
Organizational Setting and Work Relationships
The Digital Engagement team advises on creates and delivers digital strategies and solutions for engaging with UNHCRs primary audiences including the public partners governments forcibly displaced and stateless persons to UNHCR and staff.
In addition to drive digital transformation and excellence across the organization the team provides training and capacity building across the full range of digital communication and marketing skillsets.
The Digital Strategy and Planning Officer supports the development of digital strategies across Divisions and Bureaux to effectively deliver against their communication and engagement objectives with their target audiences. The role works closely with colleagues across DER and other Divisions including those working in resource mobilisation communications Protection and others. The job exists in the Digital Engagement Section and requires in-depth experience of digital channels. This is across all digital disciplines including but not limited to digital strategy development and implementation digital marketing methodology engagement with digital partners and digital communications.

Duties
- Support the Senior Digital Strategy and Planning Officer with the development and implementation of the Digital Engagement pillar of the digital strategy.
- Arrange and run consultations capacity building events and communication sessions with local regional and HQ staff
- Support the development and monitoring of digital engagement targets and performance. Review digital performance and provide feedback in relation to the digital transformation strategy.
- Support Divisions and Bureaus with initiatives that further their digital transformation in particular in areas related to communication and engagement with key audiences.
- Support with developing training guidance and best practice across relevant digital disciplines
- Work with other members of the Digital Engagement team to develop appropriate digital engagement training and capacity-building programmes for national and regional staff
- Contribute to ensuring that digital experiences are designed and developed with full consideration of end user needs and that any audience research and testing take into account the diversity of our end users.
- Contribute to ensuring all experiences are viewed through the lens of disability inclusion to ensure a high level of access and usability for those with disabilities.
- Support on digital partnership initiatives as they relate to UNHCRs global digital engagement goals.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

Additional Duties for roles with Audience Engagement
- Contribute to ensuring that digital engagement strategies are developed and implemented effectively for priority audiences including forcibly displaced and stateless persons supporters governments and partners coordinating as needed the inputs of digital specialists to ensure the provision of a coherent experience for each audience that delivers on organizational goals.
- Advise Divisions and Bureaus on the development of digital engagement campaigns from objectives setting and audience identification to developing digital journeys through to end impact analysis.
- Work across DER to deliver digital first campaigns for the new cross cutting supporter engagement strategies and engaging site experience strategies.
- Develop inclusive engagement approaches and solutions for forcibly displaced and stateless persons ensuring they are consulted and included in solution development.
- Work with other members of the Digital Engagement team to carry out audience analysis including audience research persona development interviews focus groups order to ensure a user-centric digital experience
- Support User Experience testing to ensure digital platforms / experiences achieve the established goals
- Ensure a consistent and impactful user journey is in place from promotion to conversion.
- Ensure global web content is of high quality optimised for search and meets best practice standards.
Additional Duties for Regional Roles
- Support offices and teams with digital strategy planning and delivery including identifying how best to utilise digital channels tools and resources to meet their digital engagement goals.
- Work with other regional support colleagues to monitor and optimise offices digital engagement including attending digital reviews and planning meetings where needed.

Relevant Job Experience
Essential
6 years relevant experience in digital marketing and communications. 2 years providing global support and oversight experience preferably in a UN organization with proven experience in developing and implementing digital engagement strategies at the national or global levels. High level end user understanding of digital engagement principles such as effective audience relationship management digital analytics marketing automation and ad serving platforms. Proven experience in working within a geographically distributed team. Proven experience in building digital capacity across communication marketing and/or fundraising functions. Experience working in or with digital marketing and communications agencies working on global campaigns and clients
Desirable
Strong understanding of digital transformation and ability to identify how digital is shifting organizational strategies. Strong stakeholder management and meeting facilitation skills. The Private Sector Partnerships (PSP) Service is a cornerstone of UNHCRs resource-mobilisation efforts enabling the organisation to engage individuals companies and foundations in support of people forced to flee. Within PSP the Supporter Engagement Section (SES) leads the Individual Giving (IG) strategy focusing on the acquisition retention and engagement of donors through innovative data-driven and technology-enabled approaches.
Digital fundraising is the fastest-growing source of private income for UNHCR representing a critical driver for long-term sustainability. Based in Copenhagen and reporting to the Head of Digital Fundraising and Marketing the Digital Strategy and Planning Officer (Global Digital Strategist) will play a central role in accelerating UNHCRs digital income growth worldwide though the PSP Global Digital Hub. The incumbent will coordinate strategic initiatives that optimise digital performance across paid owned and earned channels to increase supporter acquisition retention and lifetime value. The Officer will support the development and execution of the Global Digital Fundraising Growth Strategy aligning market plans with global objectives and performance frameworks. Acting as a central strategic coordinator the Officer will identify growth opportunities assess key challenges and connect markets with the relevant expertise across UNHCR and external partners to strengthen and accelerate digital fundraising performance at both country and regional levels. The Officer will also help shape fundraising narratives by translating insights into clear audience-focused concepts that support markets in developing strong and locally relevant digital campaigns. This includes helping markets refine value propositions and campaign themes ensuring that fundraising initiatives are grounded in donor motivations and informed by behavioural insights.
Responsibilities include identifying growth opportunities through data analysis supporting markets in developing and implementing growth plans and ensuring efficient use of marketing technology and analytics tools. The role will also include executing and coordinating Digital Growth Sprints with markets and regions to accelerate progress on identified opportunities such as the acquisition of regular giving donors emergency fundraising paid media optimisation marketing automation conversion rate optimisation and search engine optimisation. The position will oversee the consolidation of KPIs and reporting to track progress guide investment decisions and foster continuous learning. The Officer will also monitor global marketing and fundraising trends and translate these into practical innovation-focused opportunities for markets.
Working closely with regional PSP teams national markets and cross-functional colleagues in Digital Solutions/Engagement Global Analytics and MarTech the incumbent will act as a catalyst for innovation scalability and best-practice exchange. The position requires strategic thinking analytical rigour and strong collaboration skills to drive digital excellence and income growth across UNHCRs global fundraising network.
