Your mission
As MEL Advisor (all genders) for an innovative cross-departmental pilot programme you will play a central role within the programme team driving a coherent adaptive MEL approach ensuring it effectively supports country programming policy influencing and organisational development within highly agile contexts.
Hours:Full-time or part-time (at least 80%)
Starting date:as soon as possible
Duration:two-year contract
Salary:according to TVöD Bund E13
Location:Berlin
Department & reporting line: Executive Office this position reports to the Head of MEL
- Lead the implementation and continuous adaptation of a programmewide MEL strategy and tools that integrate evidence reflection and learning into ongoing decisionmaking and adaptive management.
- Ensure strong MEL implementation across countries through effective collaboration guidance and alignment with programme-wide standards.
- Generate reporting that strengthens collective understanding of programme outcomes and impact surfaces key learnings and supports evidenceinformed decisionmaking for both internal stakeholders and donors.
- Lead a programme-wide learning agenda that fosters continuous learning knowledge sharing and informed adaptation.
- Ensure evaluation processes generate credible evidence of programme impact andprovide actionable insights for adaptation and improvement
- Maintain effective coordination with donors and strategic partners ensuring alignment transparency and productive collaboration.
- Strengthen MEL capacities across country teams and partners together with the MEL team contributing to stronger and more locally-lead learning systems.
- Manage effective planning and use of the programmes MEL budget.
Your knowledge experience & skills
- Masters degree in a relevant field such as peace and conflict studies international relations or political science.
- At least 8 years experience in monitoring and evaluation ideally in the peacebuilding sector or in conflict settings with a proven track record in applying learning frameworks.
- Knowledge of participatory MEL methodologies as well as impact evaluation is key.
- Experience with locally-lead MEL is an asset.
- Credible experience in organizational development and change management is desirable.
- Fluency in English with excellent written and verbal communication skills; proficiency in other languages is an advantage.
- Self-starter with a strong ability to think creatively and perform well under time pressure.
- Demonstrates strong leadership including initiative accountability and the ability to positively influence others.
