About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County the third most populated county in the United States with a population in excess of 4.7 million including the City of Houston the nations fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county which consist of approximately 1500 channels totaling nearly 2500 miles in length as well as more than 60 regional stormwater detention basins totaling more than 10000 acres and several wetlands mitigation banks including Greens bayou.


What you will do atHarris County Flood Control District:
The Harris County Flood Control District is seeking qualified candidates for the Survey Party Chief position which is responsible for directing surveying of construction projects including leading a field survey crew and performing skilled technical survey engineering work on increasingly complex projects for the Surveying Department.

Essential Functions and Duties:
Field Survey Operations
  • Direct all phases of work of a field survey crew in determining the exact location and measurements of control points elevation lines and areas to secure data used for construction contract payment qualities map making boundary delineation or other purposes.
  • Conduct surveys to ascertain locations of natural features and man-made structures on Earths surface (underground/underwater) using electronic distance-measuring equipment and surveying instruments.
  • Survey new construction projects and record survey measurements changes and description data using notes record drawing plans sketches and inked tracings.
  • Search for section corners property irons and survey points and direct diggings to set out/locate/recover survey monuments stakes marks and other District markers.
  • Set right-of-way markings and property corners for the acquisition of additional right-of-way by the District.
  • Lay out grids and determine horizontal and vertical controls.
  • Position/hold vertical rods or targets for sighting to measure angles distances and elevations.
Survey Calculations Data Analysis and Technical Standards
  • Calculate information needed to conduct surveys from plans notes maps deeds or other records.
  • Perform survey calculations by computing grade vertical curves horizontal curves and deflection angles for horizontal curves to determine earth curvature corrections atmospheric impacts on measurements traverse closure and adjustments azimuths level runs and placement of markers.
  • Compare survey computations with applicable standards to determine adequacy of data.
  • Maintain notes of level circuits traverse closures precise levels property corners topography horizontal and vertical curves and cross-sections for earthwork calculation and building grades.
Instrument Operation and Data Collection
  • Adjust and operate surveying instruments such as prisms theodolites and electronic distance-measuring equipment on routine or more difficult and exacting survey work to measure distances and collect data.
  • Maintain accurate notes records and sketches on work performed and data secured.
Project Coordination and Communication
  • Work with project coordinators/contractors in providing survey data for expediting construction projects.
  • Prepare correspondence complete forms and maintain records and files related to work activities.
  • Advise management of problems and prepare recommendations for solutions using best practices.
Supervision Leadership and Personnel Management
  • Direct train and supervise the work of surveyors and other subordinate members of the surveying team including reviewing/checking work products for conformance with standards.
  • Assure personnel compliance with the Districts policies and procedures concerning execution of duties and job performance.
  • Complete daily time tickets prepare corrections and adjustments and collect absence statements.
  • Perform periodic personnel review and recommend adjustments.
  • Promote continuing education and training for personnel.
Operational Improvement and Customer Service
  • Demonstrate continuous effort to improve operations decrease turnaround times streamline work processes and work cooperatively and jointly to provide quality seamless customer service.
Additional Duties and Responsibilities
  • Attend department staff meetings meetings with coordinating departments vendors agencies seminars workshops re-certification or other training programs.
  • Assume additional responsibilities as required adapting to the Districts evolving demands responsibilities needs and objectives.

Requirements

Education:

  • Bachelors degree in Accounting Finance or a related fieldfrom an accredited four-year college or university

Experience:
  • Requires a minimum of five (5) years of survey experience.
  • Requires a minimum of two (2) years of lead or supervisory experience in a field survey environment.
  • Professional experience reading construction drawings topographical maps civil survey deeds and drawings.
  • Professional experiencein survey techniques used in making cross-section profile location topographic and construction layout surveys.

Licensure:

  • Valid Class C Texas Drivers License
  • Clean driving record or no more than 3 moving violations within a 2-year period.
Knowledge Skills and Abilities:
  • Requires good mathematical skills and the ability to perform high-level mathematical calculations such as algebra and trigonometry and compute angles arcs and distances from survey data.
  • Requires good diagnostic and troubleshooting skills to solve work problems provide advice on technical questions and/or difficult work solutions.
  • Requires good analytical skills in applying guidelines policies and precedents and in adapting standard methods to fit facts and conditions.
  • Requires the ability to prepare accurate sketches of conditions found in the field.
  • Requires knowledge of construction standards practices and techniques.
  • Work independently with limited supervision relative autonomy and general review.
  • Establish priorities for own workload based upon such factors as need for immediate action work objectives work schedules and knowledge of future need.
  • Work well under pressure adhering to tight deadlines and accuracy/quality standards.
  • Work well and lead a team in a field environment.
  • Utilize good time management skills and effectively prioritize and manage multiple tasks/initiatives.
  • Use proper grammar correct spelling and punctuation simple formats and filing systems.

Experience:

  • Experience using Carlson SurvCE Carlson Explorer Data Collector Leica Total Station. Leica Digital Level and Leica GPS. (preferred)

  • Routine exposure to vegetation retardants herbicides and/or fertilizers.
  • May be exposed to petroleum products including but not limited to gasoline oil grease diesel other fuels and lubricants snakes wildlife wasps bees other flying/walking insects aquatic bacteria viruses other micro-organisms vibration and/or noise in excess of 85 decibels.
  • Approximately 10% of duties are performed indoors in a normal office environment with acceptable lighting temperature air conditioning and noise levels.
