Deliverables:
The Client seeks an experienced Change Management Specialist to support the cluster in its work with client ministries to improve the data literacy of their leadership and staff. Data-literate leadership and staff are central to supporting a data-driven organization that treats data as its greatest asset for delivering value to Ontarians. The cluster supports its client ministries in utilizing its data improving information sharing and developing better analytics to enhance government decision-making. This role will focus on developing and implementing data literacy products and a data maturity model. The ideal candidate will have a strong understanding of organization change management adult learning and working with leadership and professional staff. The successful candidate would work closely with the clusters data management/governance team.
Skillset:
- Develop and implement change management strategies plans and framework.
- Provide experience and knowledge of change management industry standards best practices methodologies and tools
- Provide experience in the development of training communication and change management strategies and plans.
- Strong interpersonal and communication skills (written and verbal) and the ability to work with executive leadership and professional staff.
- Experience defining and measuring success metrics and monitoring change progress to track adoption utilization and proficiency related to changes
- Design learning plans and materials and deliver training and facilitate the change management strategy.
- Leads stakeholder management including identification and analysis of key stakeholders and the development of stakeholder engagement strategies
- Ensure the alignment of change management activities with participating stakeholders to remove change barriers smooth the adoption process and contribute to problem-solving resulting in successful implementation.
- Build consensus among clients/partners and stakeholders on specific changes designed to meet their needs.
- Baseline data literacy develop measurement systems to track adoption utilization and proficiency of individual changes.
- Develops an approach to embed the change to sustain the benefits achieved including knowledge transfer performance management continuous improvement and other related practices.

- Demonstrate ability to assess training and awareness needs developing curricula and communications plans and delivering training to executive leadership and professional staff.

- Demonstrate ability to develop and manage training material.

Communication & Customer Service:
- Effective writing and drafting a wide range of change management plans and training material suitable for a wide range of audiences and users (including both technical and non-technical audiences).
- Strong presentation skills with proven experience preparing presentations slide decks and attractive visuals for a range of audiences (from executives to front-line staff).
- Demonstrate ability to collaborate with a variety of technical and non-technical stakeholders.
