Job Summary

We are working closely alongside with a local authority in Walsall to assist with the appointment of a Financial Assessments and Charging Officer on a 3-month contract highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay: 20.65 - 26.25 per hour

Summary:

The Financial Assessments and Charging Officer is responsible for assessing the financial affairs of eligible Adult Social Care (ASC) clients to determine their ability to contribute toward the cost of Residential Community and Respite care. Operating within a hybrid working model the role involves working with a diverse range of service usersincluding the elderly and those with mental health concerns or disabilitiesboth in council offices and through home visits. The primary goal is to ensure assessments are completed promptly in accordance with legislation and the Councils charging policy while maximizing resident income through benefit identification and supporting debt recovery.

Responsibilities:

  • Conduct manual calculations for welfare benefits and care charges.
  • Check and validate income expenditure and capital information (e.g. bank statements property ownership trusts and wills).
  • Process financial matters for residential and nursing care ensuring accurate notification of contributions to both providers and clients.
  • Ensure service users have access to relevant representation particularly those lacking mental capacity.
  • Gather evidence for revision and appeal submissions including cases involving Disability Related Expenses (DRE).
  • Maintain accurate records within social care client systems (MOSAIC) and corporate financial systems.

      Qualifications:

      • Evidence of degree-level education in Finance or Business Management OR substantial experience in a financial assessment and charging environment.

      Essentials:

      • Working knowledge of welfare benefits the Care Act and charging guidance (such as CRAGS and Fairer Charging).
      • Proven experience in manual benefit calculations and assessing financial affairs for community and residential settings
      • Experience using MOSAIC case management systems and Microsoft Office (Word Excel Outlook).
      • Experience collating and analyzing information to present findings in various formats.

      • This role requires an Enhanced DBS
