This is a professional position in the Police Department whose work is characterized by the highly confidential and sensitive nature of the work requiring a high level of analytical and interpersonal skills. Under guidance this position analyzes and interprets complex or ambiguous data and provides detailed data analysis and research when addition to providing project management the positions routine duties include handing of police department FOIA requests police body camera management video redaction and administrative support to the Police Services Manager. The position will be expected to exercise considerable independent judgement in executing assignments in accordance with City policies police department procedures and directives of the Chief of Police or Police Department Command Staff.
Works under the supervision of the Police Services Manager. No direct supervision: however the position may give directives to Support Services staff as required to complete projects and gather information.
Example of Duties:
- Oversees the police department Freedom of Information Act (FOIA) requests. Handles collecting requested information and the dissemination of information when appropriate.
- Manages the police department body camera program. Ensures all body cameras are in working order and functioning correctly. Replaces and repairs body cameras as required.
- Manages the retention of body camera video per State of Illinois requirements.
- Redacts video as required by State of Illinois law when video is to be released by FOIA.
- Handles collection of body camera in-car camera and station camera video for FOIA or court subpoena.
- Provide administrative support to the Police Services Manager with project management implementation of new police software and maintenance of police technology.
- Participates in the development maintenance and proper implementation of the Citys FOIA program and policies pertaining to the body camera program.
- Assists in the preparation and administration of the police records retention policy approved by the State of Illinois.
- Assists with duties and projects in the Police Records Section.
- Conducts management research and stays up to date on police video technology.
- Proactively informs the Police Services Manager of potential problems and maintains open lines of communication with the senior Police Department staff to ensure confidentiality and problem solving.
- Develops requests for proposals (RFP) coordinates advertisement of the RFP and drafts the agenda item as assigned.
- Analyze comparable community information trends and financial impacts as it relates to contract negotiations.
- Composes develops reviews and appropriately edits a variety of communications on topics independently and as directed by the supervisor.
- Assists in the preparation of Police Department agenda items as appropriate. Conducts management research and implements items as assigned by the supervisor.
- Participates in professional associations; attends training events relevant to job responsibilities; stays up-to-date of new trends and innovations for incorporation in City policies and procedures.
- Represents the City in a professional manner at all times.
- Performs other duties as assigned by supervisor.
Typical Qualifications:
Desired candidate has a Masters Degree or in pursuit of a Masters Degree in public administration business administration or a related field. A minimum of 2 years of related experience with a demonstrated ability to perform in a fast-paced dynamic environment and maintain confidences along with the minimum knowledge skills and abilities set forth in the description below.
- Thorough knowledge of the freedom of information act (FOIA) and requirements.
- Thorough knowledge of Illinois laws regarding body camera video redaction and retention.
- Thorough knowledge of best practices in the areas of police video technology.
- Basic knowledge of best practices in police records retention.
- Strong ability to present well communicate and interact effectively with a broad/diverse range of individuals and ability to communicate effectively knowing his/her audience.
- Strong ability to build strong collaborative working relationships with City Staff and to collaborate with other City Staff to complete projects.
- Ability to accept and to follow direction from supervisor and comply with/enforce all City/Departmental Policies & Procedures.
- Ability to function effectively under pressure and multi-task in a fast paced environment.
- Demonstrated proficiency in MS Office Programs demonstrated by superior work products (written correspondence presentations data collection etc.).
- Ability to learn new software programs and apply the use of these programs to improve the efficiency of the police department.
- Ability to be LEADS certified throughout employment.
- Ability to handle sensitive information keeping information confidential.
- Ability to work an established schedule and adhere to deadlines.

- State of Illinois Class D Drivers License with a clean driving record.
