Job Title: CGI Advantage BI Technical Architect

Objectives:

The Consultant shall provide all necessary resources to accomplish the deliverables described below with a primary focus on driving broad vendor awareness streamlined onboarding and sustained adoption of the Vendor Self Service (VSS) portal.
The Department is in the process of developing assessment instruments that will focus on improvements to how management support services are delivered with specific attention to maximizing use of the VSS portal by internal and external stakeholders.
The assessment will include defining the current state benchmarking to identify best practices and creating a future state that ensures the delivery of worldclass management support and high utilization of self-service capabilities.
The Department intends to use assessment results to develop and refine outreach education messaging and planned partnerships to enhance delivery and utilization of Department benefits and services offered to service members identified in their short and long-term transition goals and to increase engagement with the VSS portal as the preferred channel for interactions.

Technical Architecture & BI Modernization Platform Expertise:

At least 20 years of experience driving enterprise BI analytics modernization with specific expertise in the CGI Advantage BI platform lifecycle.
Cloud Architecture: Extensive experience architecting Azure Databricks Lakehouse and AI-enabled BI platforms including the integration of predictive analytics and natural language query (NLQ).
Data Migration: Proven success in leading teams to migrate complex reporting environments (e.g. 70 BI reports) from Oracle databases to Azure Synapse reporting platforms.
Governance & Compliance: Experience establishing multi-agency Reporting Groups to standardize data models KPIs and analytics governance to meet federal or state audit readiness requirements.
