ACCIONA in its construction project is looking for an Environmental Lead for its Railway project (Malolos to Clark Railway Project) in Contract Package No. 4 - Clark Pampanga.

Environmental Assessment

  • Reviewing results of flora and fauna cultural heritage landscape and visual impact assessments.

  • Working with Project Delivery Managers Construction and Operation staff to highlight environmental issues and the ways in which these may be resolved.

  • Providing input and advice in relation to environmental reports and environmental issues that arise at the project site.

  • Contributing to community consultation processes with environmental information and summaries of results of environmental assessments.

  • Attending community events and discussing environmental impacts with project stakeholders.

  • Undertaking direct landowner and neighbor liaison regarding potential environmental impacts.

  • Developing relationships with local environmental stakeholders including Local Environment Groups Local Council State Department Environment officers and Federal Environment Department staff.

  • Preparation and review of referrals required under the Environment Protection and Biodiversity Conservation (EPBC) Act and State environment legislation.

  • Monitoring of developments in planning and environmental legislation and regulations in those states/regions allocated.

  • Ensure the project complies with EMB-DENR regulations and standards and other relevant government requirements and standards.

  • Attend and participate in meetings with the Client / consultant financing institution and internal departments.

  • Assists in preparing public consultations when required.

Environmental Management

  • Reviewing environmental management and monitoring needs during construction and maintenance phase.

  • Preparation of environment management plans cultural heritage management plans landscaping plans pest plant and animal control plans flora and fauna monitoring plans etc. using third party specialist consultants where required.

  • Develop programs and any training necessary to implement the above plans at construction sites and operating projects.

  • Actively participate in internal environmental audits and reviewing external audit reports.

  • Management of environmental information and reporting.

  • Development of environmental programs and any training necessaryat construction and operating sites.

  • Provision of advice to construction and operation managers on environmental issues.

  • Optimization of the resources of the project.

  • Achieve environmental goals of the project.

Key Result Areas

  • Meeting project deadlines and budgets

  • Timely and effective management of environmental assessments.

  • Preparation and implementation of environment management plans and audits.

  • Provision of environmental expertise and advice to project managers construction and operation staff.

  • Effective resolution of environmental issues through problem solving and making suggestions on improving current practice.

  • Successful development and management of key external stakeholder relationships.

  • Effective contribution to the work of the Development Team and Delivery Team.

Required Skills and Competencies

  • 10-15 years of environmental experience in impact assessments EMPs audits for infrastructure projects.

  • 15 years of experience in environmental management.

  • Bachelors degree in engineering (Chemical sanitary Civil lndustrial)

  • Knowledge of environmental issues and potential mitigation options.

  • Demonstrated experience in reviewing environmental assessments EMPs auditing and report writing.

  • Understanding of Philippine regulatory environmental reporting and compliance requirements.

  • Demonstrated ability to negotiate successful planning outcomes with key government and non-government stakeholders.

  • Experience in delivering outcomes on time and within budget.

  • Previous involvement in community consultation on environmental issues and management.

  • With competent knowledge of handling or monitoring wastewater/batching plant.

  • Monitoring Reports

  • Knowledgeable about different environmental laws which include but are not limited to PD1586. RA5969 RA9003 RA8749 RA9275

  • Knowledgeable in Environmental Management System lSO14001

  • Basic knowledge/Understanding of M&Ds & chemical handling
