JOB SUMMARY The Plumbing Inspector shall be appointed by the Mayor per City Ordinance. The authority power and duties imposed on such Inspector and the provisions of the ordinance shall extend to and include any plumbing or house drainage private sewer or plumbing work about to be done or being constructed on any premises and the same for the purposes of the ordinance shall extend over all premises and to the boundary line of the public ways. During their term as Plumbing Inspector they shall not be actively engaged in the plumbing business nor shall they have a financial interest in any plumbing business.
PRINCIPAL DUTIES AND RESPONSIBILITIES The Ordinance shall be administered by the Plumbing Inspector who shall take such action as may be reasonable and necessary to secure compliance. Supervise and witness all plumbing pressure tests. Condemn and order the removal of unsanitary plumbing and provide notice to Plumbers or owners concerning condemnation and orders of removal. Condemn and order the correction of poor workmanship. Provide notice to Plumbers and/or owners concerning correction of poor workmanship. Inspect and determine code compliance of all new and replacement plumbing. Leave or give notice of approval or non approval of plumbing installation.

OTHER DUTIES AND RESPONSIBILITIES Oversee the registration of licensed plumbers Journeymen and Apprentice plumbers. The power duty and authority to investigate incidents where violations of the Ordinance are thought to have occurred. Administer plumbing test to any owner occupier who applies for a permit.
EDUCATION AND EXPERIENCE The Plumbing Inspector shall be a practical plumber licensed by the State of Indiana who has at least ten (10) years actual experience either as a plumber or as an inspector of plumbing. The Plumbing Inspector shall obtain inspectors certification from a recognized certification agency within two (2) years of hire. Must have valid drivers license.
KNOWLEDGE SKILLS AND ABILITIES The inspector should be familiar with current plumbing code and proposed plumbing code changes. He/she shall be familiar with current methods of plumbing installation installation practices and materials. Attend plumbing seminars and expositions plumbing code meetings and plumbing related events. He/she should be familiar with preexisting plumbing codes. The Inspector should be familiar with once common but no longer code approved plumbing materials installation methods and installation practices. Attend meetings of local Plumbers organizations. He/she should be able to foster good plumbing practices. Must be able to foster good relationships with local plumbers.
PHYSICAL MENTAL AND VISUAL SKILLS The inspector should be capable of traveling to field sites able to see the installation and ability to process the visual input and then reconcile it with approved methods of installation. Cognitive skills required to know what methods are approved.
WORKING CONDITIONS Work is performed in a 40 plus hours per week and divided between the office and construction sites. Inspections are performed inside and outside in all weather and building conditions including cold dampness dirt noise odors and exposure to hazards. Inspector should be able to negotiate in and around construction sites recognize and take precautions around work place hazards.
POST OFFER TESTING REQUIRED The City of Elkhart is a Drug Free Workplace. Therefore successfully passing a post offer drug screen is required (random drug testing may be conducted after employment). Background checks producing acceptable BMV and criminal history reports required.
