Job Summary

The Microsoft 365 Program Manager is responsible for overseeing the strategic planning governance adoption optimization and lifecycle management of Microsoft 365 across the organization. This role ensures that Travis County fully leverages its Microsoft investments by coordinating licensing leading cross-departmental projects building modern digital solutions training users and driving adoption of tools already included in existing licensing. This position acts as the primary connector between IT leadership internal departments external partners and end users to deliver a modern secure and efficient digital workplace

Distinguishing Characteristics:

This is a job classification within the Information Technology job family. The Microsoft 365 Program Manager serves as the strategic owner of Travis Countys M365 ecosystem leading long-term planning governance licensing optimization and cross-department digital transformation efforts. This role coordinates with departments to align Microsoft 365 capabilities with business goals drive adoption of tools already owned and guide modernization of workflows through Teams SharePoint Power Platform CoPilot and related services. The Program Manager oversees governance standards security alignment vendor relationships user-adoption initiatives solution lifecycle management and enterprise-wide change management. This position stands apart from technical administrators or trainers by focusing on outcomes policy risk management and multi-department program leadershipnot just day-to-day technical tasks. This classification may require a flexible work schedule to meet the needs of the department.

Duties and Responsibilities

  • Own the Microsoft 365 roadmap aligning platform capabilities with organizational priorities.
  • Lead the overall Microsoft 365 program for Travis County ensuring effective use of enterprise tools such as SharePoint Teams Power Platform CoPilot and security/compliance workloads etc.
  • Partner with departments to identify opportunities to improve workflows reduce manual processes and enhance service delivery.
  • Establish governance structures standards and policies for tenant configuration data ownership retention and solution lifecycle.
  • Evaluate new Microsoft 365 features and third-party integrations
  • Oversee Microsoft 365 licensing strategy usage analysis compliance and optimization.
  • Forecast license and budget needs; prepare reports for IT leadership and procurement as needed.
  • Partner Operations and Procurement to liaise with Microsoft resellers and vendor partners to support renewals negotiations and service improvements.
  • Manage the design and rollout of M365 solutions using Power Apps Power Automate SharePoint Online Teams CoPilot and other cloud services.
  • Supervise citizen developers and ensure solutions meet security and governance requirements.
  • Evaluate legacy processes and systems lead modernization and migration projects.
  • Develop and deliver training programs workshops and learning materials for employees at all skill levels.
  • Lead change management strategies to promote adoption of Microsoft tools already owned by the County..
  • Serve as an internal advocate for technology best practices and digital transformation.
  • Build a community of practice for users champions and super-users.
  • Partner with SecOps to ensure proper configuration of conditional access identity management device compliance retention policies and data governance.
  • Assist with internal audits reporting requirements and compliance initiatives.
  • Maintain documentation standard operating procedures and governance frameworks.
  • Oversees and ensures the coordination of all systems activities. Manages projects and services to ensure delivery on time and in accordance with user objectives.
  • Serves as technical expert for difficult and complex application support problems.
  • Ensures adherence to approved security and disaster recovery procedures.
  • Performs other job-related duties as assigned.

Minimum Requirements

Education and Experience:
Bachelors degree in Computer Science Information Systems Business Administration or a directly related field AND nine (9) years of relevant work experience including five (5) years of team lead supervisory or management experience;

OR

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge skills and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses Registrations Certifications or Special Requirements:
Valid Texas Drivers License.

Preferred:
Microsoft Certified Professional (MCP).

Knowledge Skills and Abilities:

Knowledge of:

  • Management and supervisory principles practices and techniques.
  • Policies practices procedures and terminology of assigned function.
  • Federal State Local and County applicable laws rules regulations and guidelines.
  • Information technology hardware software and peripherals as related to assigned function.
  • Operating systems and foundation architecture.
  • Network Operating Systems systems integration and multiple network protocols such as TCP/IP IPX/SPX DHCP DNS and SNMP.
  • Tasks and processes associated with installing administering and monitoring complex Ethernet networks.
  • Budget preparation and office management.
  • Computer equipment to include word processing spreadsheets databases and a variety of software packages.
  • May be required to develop knowledge of and adhere to federal and state laws requiring the confidential handling of certain health information.

  • Managing staff allocating resources and evaluating programs.
  • Leadership collaboration and negotiation techniques including contracts agreements and proposals.
  • Managing user expectations and satisfaction.
  • Developing and evaluating Requests for Proposals (RFPs).
  • Strategic planning development monitoring and evaluation.
  • Developing and monitoring programs and related budgets.
  • Problem-solving and decision-making.
  • Both verbal and written communication including presentations and communicating technical issues in non-technical language.
Ability to:

  • Design install manage and monitor the most highly complex systems operating system software and applications.
  • Research compile analyze interpret and prepare a variety of memorandums or reports.
  • Establish and maintain effective working relationships with departmental clientele representatives of outside agencies and providers other County employees and officials and the general public.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 35-40 pounds occasionally visual acuity speech and hearing hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing sitting walking climbing crawling bending stooping crouching kneeling pushing pulling reaching twisting balancing repetitive motion and squatting to perform the essential functions. Subject to exposure to variations in extreme heat cold mechanical fume/odor and dust/mites.

Travis County employees play an important role in business continuity. As such employees can be assigned to business continuity efforts outside of normal job functions.

Work Hours: 8 am - 5 pm Monday-Friday.
