Position Overview
Navitas Partners LLC is seeking an experienced Business Analyst Specialistto provide leadership and strategic direction for business analysis activities supporting a large-scale Management Information System (MIS). This role requires deep expertise in business process analysis requirements documentation gap analysis and regulatory alignment.
Responsibilities
Develop manage and execute a comprehensive requirements documentation project plan.
Review current MIS functionality and translate system capabilities into clear structured business and system requirements.
Conduct gap analysis comparing existing system documentation against federal state and program requirements.
Coordinate requirements gathering sessions with stakeholders and subject matter experts.
Prepare solution options risk assessments and financial analyses (cost/benefit ROI buy vs. build).
Track project milestones manage risks and issues and provide regular status reporting to leadership.
Lead and guide cross-functional teams including technical and non-technical staff.
Obtain stakeholder review and sign-off on requirements and priorities.
Ensure documentation accuracy completeness and regulatory alignment.
Support continuous process improvement and business process reengineering efforts.
Required Qualifications
10 years of Business Analysis experience including requirements elicitation and documentation.
10 years of experience working within structured Project Management frameworks.
10 years of experience in large-scale IT operations and understanding of industry trends.
Strong expertise in defining functional requirements technical specifications and project deliverables.
Demonstrated ability to produce clear complete and actionable documentation.
Strong analytical skills with experience in business process mapping and reengineering.
Proven ability to negotiate resolve conflicts and collaborate across multiple stakeholder groups.
Experience ensuring compliance with regulatory and system documentation standards.
Preferred Qualifications
5 years of experience working with government regulations or compliance frameworks.
5 years of project management experience.
5 years leading teams or workgroups.
Experience translating policies and regulations into system requirements.
Experience conducting MIS reviews and translating system functionality into formal requirements.
Bachelors degree in Business Communications Computer Science MIS or related field.
Experience gathering MIS requirements in large organizations.
Experience developing solicitation or contract requirements.
PMI-PBA or IIBA CBAP certification preferred.
