Purpose
The Purchasing Agent manages the full procurement cycle fora large volume of diverse goods and services ensuring compliance withspecifications City ordinances policies procedures and ethical business practices.
Essential Functions
- Review and process procurement requests /requisitions from City departments for goods and services.
- Work with user departments to prepare bids and requests for proposal (RFPs); develop applicable specifications and scopes of service to solicit bids and/or proposals.
- Conduct market research to evaluate suppliers based on multiple factors such as price quality and service.
- Analyze bids proposals recommend awards and issue contracts and purchase orders in PeopleSoft and Workday.
- Promote the use of small business enterprises (SBE firms).
- Monitor compliance with contractual obligations and determine the need for changes.
- Monitor and follow applicable laws and regulations.
- Communicate with user departments and vendors regarding pending purchases.

Minimum Requirements
- Regular status as a City of Milwaukee employee having successfully completed a probationary period for a civil service position or status as a City of Milwaukee employee in a fixed-term position.

- One year of experience performing purchasing functions or comparable duties.
Equivalent combinations of education and experience may alsobe considered.

Selection Process
THE SELECTION PROCESSwill be job-related and willconsist of one or more of the following: an evaluation of related education experienceand accomplishments an evaluation of written communication interviews and/orother assessment methods. The Department of Administration Purchasing Divisionreserves the right to call only the most qualified candidates to proceed withthe selection process. Information from the selection process will inform thehiring decision. Selected candidates will be transferred and/or promoted to theposition.
