The purpose of this position is to provide support to the Operations Department and the Chief Operating Officer (COO). The OPO will assist in a variety of areas within Corporate Services and in delivering these services to MCDs U.S. and International Programs:
Operations Management; Support the Chief Operating Officer (COO) in developing the annual Operations Department work plan including IT services and assist in quarterly tracking of deliverables milestones and performance indicators.
Provide structured operational support to U.S. Programs and International Programs country offices across administrative and operational functions including procurement planning and vendor oversight; travel logistics; inventory and asset management; systems implementation and troubleshooting; policy interpretation and rollout; risk management and internal controls; and cross-functional coordination to ensure alignment with organizational policies and funder requirements.
Procurement; Manage the end-to-end procurement lifecycle including needs assessment sourcing solicitation evaluation negotiation award and contract close-out.
Prepare and issue RFQs/RFPs/ITB/EOIs; conduct comparative bid analyses and document vendor selection processes in accordance with policy and donor requirements.
Warehouse and Asset Management Coordination; Oversee accurate tracking of stock movements and ensure inventory management systems and asset registers are consistently updated.
Coordinate domestic and international shipment of supplies and equipment to project locations ensuring compliance with logistics and customs requirements.
Travel and Logistics Coordination Liaise with the travel agency on the coordination of local and international travel arrangements for staff and consultants ensuring cost efficiency and policy compliance.
Facilitate visa processing travel authorizations insurance and required documentation for international assignments.
Enterprise Services Support for US Programs and International Programs; Liaise with relevant MCD staff government authorities legal counsel and partners as required for matters related to country office registration and local board governance.
Maintain statutory records licenses and compliance documents in an organized and accessible manner.
Capacity Building and Training; Support the COO in developing training materials standard operating procedures (SOPs) and operational guidance tools for U.S. and International Programs teams.
Deliver in-person or virtual training sessions in administration enterprise services procurement and operational compliance.
Perform additional duties and special projects assigned by the COO consistent with the scope and responsibilities of the role.
In each of these functional areas the AMOP will assist the responsible staff ensuring that these functions are conducted in a timely and effective manner and that project-specific operations are facilitated. Ensure appropriate compliance and documentation; recommend and implement systems and process improvements to enhance the speed and quality of service delivery; and prepare regular and ad hoc status reports on resolved and open issues.
Job requirements
Bachelors degree in business administration finance international relations or related field preferred.
Minimum of 5 years of relevant experience managing the operations aspects of a non- profit. Experience working with countries beyond the U.S. preferred.
Strong organizational and multi-tasking skills.
Knowledge of donor-funded technical financial and procurement regulations including 2 CFR 200 and FAR.
Strong verbal and written communication skills and ability to work with diverse stakeholders.
Solid analytical and organizational skills.
Excellent computer skills required; must be fully proficient in the use of Microsoft Office tools.
Experience using Enterprise Resource Planning (ERP) systems is a plus.
Working knowledge of Spanish Portuguese or French is a plus.
