1. SUMMARY
The Defence Policy and Planning (DPP) Division has the lead role on the defence-related aspects of NATOs fundamental security tasks at the political-military level. Within the DPP Division the Nuclear Policy Directorate (NPD) is responsible for all aspects of NATO nuclear deterrence and chemical biological radiological and nuclear (CBRN) defence.
The incumbent will support the Nuclear Policy Directorate in the development and implementation of NATOs policy and activities related to CBRN defence to enhance plans training and exercises and ensure required capabilities are integrated into NATOs deterrence and defence posture. This includes drafting various documents ensuring coordination between a range of stakeholders and providing support to the preparation of committee meetings and events on CBRN.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
possess a university degree or have an equivalent level of qualification such as a high-level military education preferably with a specialisation in political science international affairs defence policy or security studies;
be able to demonstrate good knowledge and at least three years experience in the field of defence and/or international affairs;
have knowledge and/or professional experience in the field of chemical biological radiological and nuclear (CBRN) policy;
have the ability to communicate clear logical and succinct arguments;
be able to draft quickly clearly and concisely in one of the official languages of the Organization with commonly used office software packages;
possess the following minimum levels of NATOs official languages (English/French): V (Advanced) in one; I (Beginner) in the other.
The following would be considered an advantage:
further studies or an educational degree in security/defence policy with a particular focus on CBRN defence/counter weapons of mass destruction (WMD) proliferation and international cooperation;
knowledge of NATOs policies procedures and institutional framework particularly the responsibilities and roles of the NATO civil and military bodies involved in CBRN defence and counter proliferation of WMD;
experience working in a similar position focused on CBRN defence and/or counter WMD proliferation within a national administration international organization academia think-tank or non-governmental organization.
3. MAIN ACCOUNTABILITIES
Policy Development. Contribute to the formulation and the development of all aspects of NATO CBRN defence policy strategy and public outreach
Expertise Development. Keep abreast of current issues and developments pertaining to NATOs CBRN defence policy and its implementation and to deterrence and defence in general.
Project Management. Contribute to the planning and coordination of CBRN defence activities within the Defence Policy and Planning Committee. Provide administrative support as required for meetings of senior CBRN Policy Directors. Track the implementation of committee decisions report on progress and contribute to the timely execution of policy directives issued by these bodies. Support the planning and administration of conferences seminars exercises and other special events organised under the auspices of NPD and the bodies it supports.
Knowledge Management. Assist in the preparation of documentation and publications relating to NPDs work as directed and exchange knowledge and information with colleagues on relevant issues. Conduct research for draft and support the development of policy documents strategic communications and public outreach materials on NATOs CBRN defence policy and its implementation CBRN preparedness and capability development.
Representation of the Organization. Support Director NPD and deliver briefings as requested in public engagements meetings with Allied officials and in other official capacities as needed.
Perform any other related duty as assigned.
4. NTERRELATIONSHIPS
Reporting Line: The incumbent reports to the Director Nuclear Policy.
Interactions: S/He will work closely with Nuclear Policy Directorate colleagues as well as other International Staff NATO Military Authorities national Delegations and international organisations undertaking activities relating to the field of CBRN defence preventing the proliferation of weapons of mass destruction and related international defence and deterrence matters.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisations need to carry out its tasks as mandated by the Nations in a changing environment for example by maintaining the flexibility necessary to shape the Organisations skills profile and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract which may be renewed for a further period of up to 3 years. However according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATOs member States a 3-year definite duration contract will be offered which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE:Irrespective of previous qualifications and experience candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic and will not normally take place during the first three years of service in the post.
Under specific circumstances serving staff members may be appointed directly to the higher grade and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
