Euroclear Bank is the premier provider of settlement and related securities services for cross-border transactions involving domestic and international bonds equities derivatives and investment funds. We offer clients a single access point to post-trade services covering domestic securities from 48 markets. Euroclear Bank is also authorised as a credit institution to provide limited banking services that support its central securities depository (CSD) services.
Euroclear Bank currently has opened several subsidiaries (MFEX Malaysia MFEX Suisse MFEX Hong Kong MFEX Singapore) branches (France Hong Kong Japan Poland Singapore Sweden) and representative offices (Beijing Dubai Frankfurt New York) which provide operational and client relationship support to Euroclear Bank headquarters in Brussels.
Compliance and Ethics (C&E) is a dynamic and increasingly important role within the company providing advice on Compliance & Ethics matters. It is a second line role within the Three Lines model helping toprotect the integrity and enhance the reputation of Euroclear in the market.
You will be the EB Chief Compliance Officer (CCO) with a direct reporting to both the EB Chair of the Audit Committee and the EB Chief Executive Officer (CEO) and a functional reporting line to the Group CCO. You will play a pivotal role to ensure EBs compliance with its applicable laws regulations and regulatory standards; and supervise the outsourcing services provided by Euroclear SA/NV to achieve these objectives.
Your role
In line with Circular NBB201214 the compliance function is responsible for
- Monitoring and interpreting (new) laws and regulations as well as compliance-related impacts of business changes
- Identification and assessment of the compliance inherent and residual risk (compliance risk assessment)
- Advising and drafting policies and guidelines to Senior Management and Staff on the concrete application of the laws regulations standards and codes which fall within its assignment
- Supervision testing (monitoring) and drawing up of recommendations and management reporting on the compliance risk run by the institution
- Providing adequate trainings and awareness campaigns following a risk-based plan to ensure the Board Senior Management and Staff have an appropriate level of awareness of Compliance Risks and that a culture of Compliance and Ethics is promoted
- Drawing up a written action plan which describes in a sufficiently detailed manner the nature and frequency of the assignments to be performed by the compliance function within a certain period of time (one or several years).
As EB CCO you will be accountable for ensuring the adequate end-to-end functioning of the Euroclear Bank compliance function:
- developing operating and maintaining a high quality compliance & ethics program
- understanding and meeting the expectations of the regulator
- further improving compliance & ethics culture and awareness
- convincing and advising business owners about the implementation of their own compliance & ethics controls
- contributing to the execution and maintenance of the compliance risk-based monitoring and testing program
- providing reports to the local Senior Management and recommendations for presentation to the regulator and senior governance bodies locally and across the group
- supporting the implementation of corrective action plans to address control gaps
- contributing to the group-wide compliance initiatives and projects
- capturing legal and business evolutions and their impact on the compliance
- ensuring your team is adequately staffed with sufficient resources having appropriate skills experience and training to execute their compliance roles
- maintaining an active and constructive dialogue with Euroclear SA regarding the outsourced compliance services
Qualifications
The ideal candidate has the following qualifications:
Technical skills
- You have at least 15 years of experience of working in the financial industry
- You have at least 10 years of experience of working in a compliance function or similar
- You are a Certified Compliance Officer accredited by the Belgian FSMA
- You have a very good working knowledge of the domestic legal requirements circulars or guidelines from domestic and EU regulators
- You have a good understanding of the compliance and ethics domains which impact Euroclear Bank and Euroclear SA as a service provider to EB
- You have a good knowledge of the local regulatory reporting environment
- You are fluent in English and French and/or Dutch
