Job Summary

The Director Land & Permitting is responsible for leading and overseeing the land and permitting teams within the engineering organization. Responsibilities include land acquisition permitting and compliance activities as related capital projects as well as day-to-day operations of the land department and general support of operational compliance as needed.

Duties/Responsibilities:

  • Manages 3 or more staff members.
  • Oversees the application and permitting processes for new gas and liquid pipelines processing facilities terminals docks rail yards and other midstream projects initiated by the company.
  • Cultivates and maintains strong relationships with federal and state agency regulators and inspectors.
  • Offers permitting guidance and advice to business development and commercial teams to enhance the feasibility of new projects and mitigate associated risks.
  • Collaborates with business development engineering and third-party contractors to prepare and submit necessary permit applications and tracks and expedites as necessary to meet in-service timelines.
  • Communicates the compliance requirements of environmental air and regulatory permits to project teams and ensures an effective training program is established for these requirements.
  • Oversees land and permitting management systems and tracking ensuring timely right-of-way (ROW) payments to current landowners as well as accurate reporting during project execution.
  • Represents company in professional manner and develops rapport with landowners consultants and stakeholders including government and regulatory bodies.
  • Estimates costs and manages project budgets and timeline with respect to land and permitting related tasks.
  • Works with the legal department to create analyze and provide feedback on easements and legal documents.
  • Assists commercial and engineering departments with analysis and estimates for ROW on capital and due diligence projects.
  • Mentors and develops managers and other direct reports.
  • Performs other related duties as assigned.

Required Skills/Abilities:

  • Excellent verbal and written communication skills with strong interpersonal capabilities to collaborate effectively with internal and external stakeholders.
  • Working knowledge of the midstream oil and gas industry with practical experience in related business operations.
  • Demonstrated understanding of land and ROW agreements supported by general legal and business acumen.
  • Comprehensive knowledge of project permitting agencies processes and applicable regulatory requirements.
  • Proven experience managing third-party consultants and leading cross-functional multi-disciplinary project teams.
  • Demonstrated capability to develop manage and track project budgets schedules and compliance matrices.
  • Experience overseeing and managing business unit budgets with fiscal accountability.

Education and Experience:

  • Bachelors degree in a relevant field preferred and 10 years of relevant business experience
  • Direct operational experience in land and/or permitting and a demonstrated successful track record in upstream or midstream oil and gas
  • 5 years of management experience

  • None required

Physical Demands and Hazards for Office Employees:

This position requires prolonged periods of sitting frequent computer use occasional lifting of office supplies and may involve travel.
