Under general direction this position plans directs and manages activities related to the administration development and implementation of grants social service agreements and program practices for a department or division.
Serves as administrator for the departments State and Federal accounts as assigned; authorizes staff to submit grant applications and serves as a back-up for grant application submissions.
Serves as department liaison for State and Federal grant-funded programs.
Facilitates annual grant program planning to include annual performance and evaluation reporting; enters monthly reports for State and Federal grant-funded programs.
Manages the development routing and execution of grant-funded contracts.
Partners with City Purchasing Law and Risk Management staff to review and monitor social service agreement and grant management best practices to ensure compliance with all grants Local State and Federal requirements.
Conducts administrative oversight of social service agreement development and grants management processes including but not limited to the negotiation of Requests for Attorney Assistance creating purchasing requests and preparing required Federal or State documentation.
Represents the department in grant-related meetings and participates in quarterly meetings with Federal State or City single point of contact.
Assists with the grant and social service agreement planning process
Advises management and provides technical assistance on needs problems issues and other matters.
May assist with the budget process including current year expenditures and planning.
Minimum Qualifications:
Graduation with a Bachelors degree from an accredited college or university with major coursework in Business Administration Public Administration or in a field related to the job plus four (4) years of related experience including one (1) year of experience which was in a lead or supervisory capacity.
Graduation with a Masters degree from an accredited college or university in Business Administration Public Administration or a related field may substitute for one (1) year of related experience.
Preferred Qualifications:
Experience with reporting including federal reporting.
Knowledge of affordable housing and/or fair housing policy and regulations.
Excellent communication skills both verbal and written for community engagement and grant writing.
Superior skills in data analysis.
Knowledge Skills and Abilities:

The City of Austin Housing Department partners with the community to shape a more equitable Austin and to prevent the displacement of people and services through the use of affordable housing resources. The programs administered by the Housing Department are specifically designed to assist low- to moderate-income residents in Austin with an emphasis on housing and community development.
Responsibilities for this position include oversight and submission of federal planning and reporting for Housings Annual Action Plan CAPER and Consolidated Plan. Lead/direct/support Housings interaction with various commissions boards committees and working groups. Grant planning communications and outreach. Perform grant research activities and provide technical assistance.
Days and Hours: Monday - Friday 8:00 a.m. to 5:00 p.m.
Some evenings and weekends as needed to meet business needs.
Flexible work arrangements not to exceed 50% of the pay period may be available.
Work schedules are implemented to support business and operational needs and are subject to change.
