The City & Borough of Juneau Alaska Community Development Department (CDD) has an opening for a Senior Planner Housing a senior-level professional position responsible for leading housing policy development program implementation and regulatory initiatives for the City and Borough of Juneau (CBJ).
WHO WE ARE LOOKING FOR
Our candidate must have experience/education in urban studies public administration or policy or a related field as well as substantial experience in one or more of the following: housing-related planning administration of housing grants and/or loan programs or experience working in small remote or high-cost communities. AICP certification preferred.
In general we want someone who is personable reliable trustworthy critical thinking and enthusiastic about working with a team as well as independently. We are looking for a combination of educational and/or experience that provides the applicant with demonstrated competencies in:
Leadership: Foster trust through transparency consistency and collaboration. Actively build internal and external relationships critical to advancing housing initiatives. Demonstrate confidence accountability and sound decision-making.
Public Speaking: Maintain composure and professionalism when presenting or defending recommendations in high-pressure or adversarial settings. Communicate clearly and persuasively with elected officials leadership and the public.
Expertise: Enhance existing or work to achieve robust knowledge of CBJs Title 49 Land Use Code. Demonstrate knowledge of housing policy housing finance and land use planning principles; federal housing and community development programs particularly HUD programs; zoning subdivision regulations and development review processes; and public-sector planning practices and local government operations
Writing: Recognizing and using correct English grammar or leveraging tools such as writing AI to improve presentation. Technical writing experience is valuable.

WORKING HOURS AND LOCATION
This position works Monday through Friday from 8:00 AM to 4:30 PM plus occasional evening hours. Public Planning Commission and Assembly meetings may require evening work; however flex-time within the pay period is offered to offset in these instances.

The Senior Planner Housing is a senior-level professional position responsible for leading housing policy development program implementation and regulatory initiatives for the City and Borough of Juneau (CBJ).
This position serves as the department expert for housing related activities including management and promotion of current housing programs in the Community Development Department such as the Juneau Affordable Housing Fund the Accessory Dwelling Unit Grant program and the CBJ Manufactured Home Downpayment Assistance Program. The Senior Planner provides updates to the Housing Action Plan as needed and works inter-departmentally on new housing strategies pursued by CBJ departments and the Assembly. This position is instrumental in providing housing data and policy guidance through the creation and adoption of the Comprehensive Plan where future housing initiatives will be discussed.
The Senior Planner Housing position serves as CDDs technical expert on housing policy housing finance and workforce housing. This position represents CBJ in public meetings hearings stakeholder discussions and interagency forums. The Senior Planner is expected to build and maintain productive working relationships with elected officials community organizations developers employers and residents. This position will develop administer and manage housing-related funding programs that CBJ applies for including: HUD programs (CDBG PRO Housing and other competitive grants) state and federal housing grants and loan programs and public-private partnerships and innovative financing mechanisms.
This position will prepare staff reports ordinances resolutions and recommendations for the CBJ Assembly Planning Commission and advisory boards CBJ leadership and department directors. This position will analyze land use regulations zoning and development standards and recommend amendments to support housing production and coordinate housing initiatives across departments to reduce development barriers and improve project delivery.
Current planning responsibilities include fielding questions from the public serving as Planner-On-Call and being CDDs primary resource and lead on Housing development and permitting questions. Long-range planning activities include assisting with the creation and updates of the Comp Plan and area plans potentially serving as staff liaison to Assembly appointed boards commissions and taskforces and representing CDD in other public meetings and planning activities (Assembly state workgroups local advocacy efforts).
This individual may opt to pursue an American Institute of Certified Planners (AICP) certification while on the job.
This position requires you to perform field inspections of sites and projects. Candidates must have a current drivers license at the time of appointment and for continued employment.
Education:
Bachelors Degree from an accredited college. A degree in planning civil engineering geography architecture business or public administration or a related field is preferred.
Substitution:
Experience may be substituted for the required education on a year for year basis. Examples of qualifying experience includes sub-professional or paraprofessional work in environmental transportation or community development; architecture; engineering; land surveying; landscape architecture; urban design; historic preservation; geography; geographic information systems; housing administration grant administration; business management; or research.
AND
Experience: Three (3) years of professional level experience in community or urban
planning. This work must have included one of the following specialties:
1. Comprehensive/Long-Range Planning.

3. Community Development
4. Land Use and Code Compliance
5. Urban Design
6. Economic Development
7. Environmental / Natural Resources / Hazard Mitigation Planning
8. Housing
9. Historic Preservation
Certifications:
Must obtain an American Institute of Certified Planners (AICP) Association of State Floodplain Managers (ASFPM) Project Management Professional (PMP) or other approved certification relevant to the position within 18 months of appointment and for continued employment.
Other:
Current Alaska Drivers License at time of appointment and for continued employment.
