Job Overview
Performs professional technical and administrative work in a supporting role participating in the inspection and maintenance of the Towns water and wastewater Automated Metering Infrastructure (AMI) Cross Connection Control (CCC) program and Fats Oils and Grease (FOG) program. Success is accomplished by installation and reads rates of AMI and participation certification and mitigation of the CCC and FOG programs.
Essential Duties and Tasks
- Work is performed under the general planning and direction of the Water Resources Crew Leader.
- Assists with performing a variety of skilled duties in support of the AMI program including reading building programming activating inspecting diagnosing replacing and routing AMI equipment.
- Works independently departmentally and interdepartmentally to ensure success on Town projects.
- Assists with utilizing AMI software to perform operational duties such as generating log summaries and submitting information to the billing system; generates water usage and validation reports.
- Uses diagnostics tools to perform troubleshooting duties on all automated meters and determine the cause of malfunctions.
- Meets with the public designers and contractors to discuss and assist with concerns associated with the Towns Sewer Use Ordinance and Cross Connection Control Program and make recommendations.
- Works with the software provider to maintain town records for both FOG and Cross Connection.
- Assists in answering the telephone provides information advice and guidance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
- Assists in maintaining updated listings of FOG Pumpers and Certified Backflow Testers as required by the Town.
- Assists in providing and maintaining permit applications in relation to the FOG program and pretreatment program.
- Investigates and reports on conditions relating to all aspects of the FOG program.
- Prepares a variety of FOG control documents including but not limited to inspection reports violation notices and other compliance-related documentation.
- Assists in the Towns Cross-Connection control program; enters test and inspection results into the Towns computer database; generates customer test notifications; cross checks database customer information with Towns billing information; maintains detailed files and records.
- Assists with oversight projects that expand and enhance the Towns systems.
- Other duties as required.
Knowledge Skills and Abilities
- Working knowledge of grease traps cross-control and backflow prevention devices water metering and other utility systems appurtenances.
- Some knowledge of the municipal water service policies and procedures.
- Ability to communicate clearly and concisely both orally and in writing with Town staff and the public.
- Ability to establish and maintain effective working relationships with Town officials industrial officials regulatory officials contractors other employees and the general public.
- Ability to establish and maintain effective working relationships with supervisors co-workers and the public.
- Ability to read utility line maps and operation and service manuals and to understand and follow oral and written instructions.
- Ability to complete simple reports.
- Multi-tasking and analytical skills.
- Some working knowledge of operations mechanical electrical and electronic trades as applied to water and wastewater infrastructure and equipment maintenance and repair.
- Ability to analyze information and make effective decisions.
- Ability to prepare present and interpret cost calculations complex records and reports.
- Ability to effectively resolve citizen complaints and problems on the job site.
- Ability to provide clear concise and professionally sound consultation on public utilities issues.
Requirements
Physical Requirements
-Must be able to perform the basic life functions of climbing balancing stooping kneeling crouching reaching standing walking pushing pulling lifting fingering talking hearing and repetitive motions. Must be able to perform light work exerting up to 25 pounds of force occasionally; and/or up to 10 pounds of force frequently or constantly to move objects.
Education and Experience
-High school diploma or GED. This is an entry-level position. However experience in water or wastewater operations is preferred.
Special Requirement-Possession of a valid North Carolina drivers license
-Possession of Backflow and Cross-Connection Certification issued by the State of North Carolina (NC DEQ) or ability to obtain within 12 months of employment.
-Meter Technician Certification or ability to obtain within 12 months of employment.
-This position is designated as critical personnel requiring performance of duties during inclement weather or other emergency situations to ensure continuity of town services.
