Summary: |
Performs comprehensive supervisory and management responsibilities to carry out Superintendent and School Committees policies and procedures concerning the Districts building maintenance custodial services environmental programs and utility management. Oversees budget tracking for all areas managed. Ensures the safety and security for all school buildings. Serves as the school departments representative for the city-wide emergency response team. Works closely with City government on school projects and facilities planning. |
Qualifications: |
Education Training and Experience: Preferred experience includes bachelors degree in engineering field facilities management or other related field. Requires ten or more years of progressively responsible experience in buildings and facilities; or any equivalent combination of education training and experience which provides the required knowledge ability and skills. Local government experience preferred.
Massachusetts Valid Drivers License required.

Knowledge and Ability: Knowledge: Practical knowledge of administrative managerial and supervisory practices and techniques. Thorough knowledge of federal state and local laws rules and regulations governing school districts in Massachusetts. Thorough knowledge of the operations of local government including public safety public works and public construction and maintenance. Considerable knowledge of the current literature trends and developments in the profession. Thorough knowledge of the materials methods tools/equipment and techniques of buildings facilities and maintenance. Specialized knowledge of the operation and maintenance of buildings and facilities including heating ventilation and air conditioning systems electrical and mechanical systems roofs and other building components. Considerable knowledge of price trends and grades of quality of materials and equipment. Working knowledge of the hazards and safety precautions common to facility maintenance/repair activities. Understanding of building code environmental disabled access and other related regulations for the operation of buildings and facilities.
Ability: Ability to develop long-term goals and objectives. Ability to make administrative decisions in accordance with laws regulations and school system policies and procedures. Ability to organize workflow and effectively manage employees. Excellent public speaking skills with an ability to share complex information in a clear and concise manner. Ability to provide leadership in the planning development and establishment of new modified and/or improved programs services and activities. Ability to research data and to compile narratives or reports from information gathered.

Responsible for planning organizing and directing the maintenance and custodial services of all 23 school buildings
Monitors operations of the department to maintain control and analyze the finances. Formulates applicable finance policies ensuring adherence to standards. Prepares and tracks department budget.
Responsible for overall management of a large custodial staff including employee and labor relations. Responds to Principals requests for classroom changes and improvements based on specific circumstances. Responsible for collaborating with the City on current and future planning for building capital needs. Supervises all uses of the school building activities; issues all permits.
Serves as the school systems representative for school department and key city departments such as police fire public works and municipal public buildings department. |

Work Environment & Physical Requirements: |
Work Environment: Work is generally performed under typical school department office conditions. Will be required to work outside of normal business hours and attend evening meetings. Incumbent is required to attend numerous meetings with various city and school boards and committees. Travels to various buildings.
Makes frequent and direct contact with local county state regional and federal agencies and officials the media community leaders municipal employees and department heads local civic and special interest groups and the public. Contacts are in person by telephone in writing and via internet. Contacts require considerable persuasiveness resourcefulness discretion and negotiating skills to influence the decisions and behavior of other parties. Contacts involve attendance at meetings and conferences.
Has access to an extensive amount of highly confidential information relating to the Newton Public Schools. Confidential information may include but is not limited to bid proposals contract negotiations and personnel records. Errors in administrative decisions could result in lower standards of services sub-standard construction inadequate maintenance programs damage to property and endanger public safety; errors in supervisory decisions could result in excessive costs in maintenance programs.
Physical Requirements: Operates PC-based computer systems components and other standard office equipment such as telephone facsimile machine and copier. |
