Crowned Grace International is recruiting a Functional Consultant for the United States Coast Guard (USCG) Personnel Service Center (PSC) to manage high-complexity projects conduct detailed research and analysis and ensure the quality and compliance of deliverables. The Functional Consultant will work closely with PSC stakeholders and report to the COR. The Functional Consultant will work closely with PSC stakeholders and report to the COR. Key Responsibilities:
Project Management and Execution:
- Provide initiative-management guidance to ensure successful project execution.
- Manage high-complexity projects ensuring alignment with organizational goals.
- Conduct detailed research and analysis to support decision-making and project outcomes.
Technical Expertise:
- Utilize Microsoft Windows including Microsoft Office Suite Microsoft Project Microsoft Access Python Office365 and SharePoint.
- Learn and apply USCG-specific program management tools to support project objectives.
Collaboration and Communication:
- Facilitate meetings and workshops to gather input and build consensus among stakeholders.
- Provide strategic communications support to ensure stakeholder engagement and alignment.
Compliance and Quality Assurance:
- Ensure all deliverables meet quality standards and comply with organizational requirements.
- Support organizational change management efforts to promote the adoption of new policies systems and procedures.
Required Skills and Qualifications:
Education:
- Bachelors degree in Engineering Business or a related field
- PMP certification or DHS mid-level PM (or equivalent).
Experience:
- Minimum of 6 years of relevant experience or 5 years with a Masters degree or higher.
- Relevant experience includes program and project management meeting facilitation strategic communications and organizational change management.
Technical Proficiency:
- Proficient in Microsoft Windows including Microsoft Office Suite Microsoft Project Microsoft Access Python Office365 and SharePoint.
- Ability to learn and utilize USCG-specific program management tools.
Other Requirements:
- Strong communication skills with the ability to read write speak and understand English.
- Relevant experience supporting the USCG or other government agencies in missions related to national security homeland security or law enforcement.
- Must meet preliminary and complete fitness determination requirements.
- Performance Metrics:
- Timely and high-quality delivery of all project deliverables.
- Effective collaboration with PSC stakeholders to meet strategic objectives.
- Successful implementation of change-managementand process-improvement
