We are currently seeking a talented and experienced Tree Preservation Officerto join our team of professionals. This position offers great opportunities for dynamic motivated self-starters to work on a variety of work assignments. JOB REQUIREMENTS:
  • Administers and enforces the Villages codes and regulations pertaining to tree preservation and tree protection. Interprets and implements the Urban Forest Management Plan Tree Preservation Ordinance and Tree Standards Manual.
  • Reviews tree removal permit applications assist with reviewing plans for construction to ensure compliance with tree protection and preservation policies
  • Conducts site inspections ensure required tree protection measures are in place reviews new tree plantings on private property maintains tree planting records in the Villages software answers questions regarding trees on private property
  • Provides responsive and timely customer service to community stakeholders by responding to in-person phone or written correspondence to address questions complaints or escalations from public or private parties in a professional and timely manner with a goal of an amicable resolution
  • Reviews requirements and sets customer expectations writes technical reports communicate status of reviews with applicant ensures all construction complies with approved plans drawings documents standards and codes and files all paperwork
  • Describes and explains ordinance requirements to residents builders and contractors relating to trees
  • Inspects trees to be treated or removed and determines timeframe for action
  • Discusses and provides direction to staff and customers regarding complex code compliance matters and utilizes technical expertise to evaluate interpretations from policies and procedures
  • Issues permits for tree removal
  • Inspects new and existing tree planting in regard to permitted projects
  • Coordinates with Public Works regarding public tree inspections and actions
  • Coordinates with Engineering staff to advise on tree protection measures prior to road construction and other public construction projects
  • Oversees bidding and contract management for Emerald Ash Borer treatment program for public trees
  • Participates in regional tree-related public and professional organizations to maintain professional credentials and awareness of regional tree issues (e.g. Chicago Region Trees Initiative Illinois Arborist Association)
  • Submits annual Tree City USA application and Growth Award application as appropriate
  • The position is typically required to work during the hours Village Hall is open as well as potential call back to provide support during Village emergencies including weekends.
SKILLS/KNOWLEDGE:
  • Knowledge of urban forestry and arboriculture; municipal tree codes; professional tree assessment standards; tree and tree root health assessment and evaluation; proper pruning techniques and tree removal criteria; advanced level of knowledge of tree biology; tree hazards associated with storm damage response.
  • Ability to communicate effectively both orally and in writing.
  • Independent judgment and decision-making abilities.
  • Ability to work independently with minimal supervision multitask and prioritize workload.
  • Ability to negotiate mediate and facilitate challenging tree issues with composure and professionalism; interpret and apply municipal tree codes.
  • Strong computer skills.
EDUCATION/CERTIFICATION/EXPERIENCE:
  • International Society of Arboriculture (ISA) certification or equal required.
  • Graduation from an accredited college or university with a bachelors degree in environmental studies ecology biology forestry horticulture or a related field plus one year of experience related to arboriculture and urban forestry or tree management; or an equivalent combination of education and experience.
  • The position requires knowledge of applicable rules regulations and safety standards that govern the performance of the duties being performed.
  • The candidate must be knowledgeable in plant and tree identification and possess a thorough understanding of standard principles and techniques of arboriculture and/or urban forestry along with corresponding materials tools equipment and occupational hazards.
  • Candidates must have knowledge of plant health care principles tree preservation insects and diseases and their control best management practices for tree pruning removal and tree planting safety practices as they relate to urban forestry operations sufficient skills in hazardous tree evaluation and use of Geographic Information Systems.
  • Experience as a Municipal Arborist or Urban Forester; or an equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this job.
  • Valid drivers license with a good driving record.
PHYSICAL REQUIREMENTS:
Mobility & Movement:
  • Frequent walking standing climbing bending stooping crawling or kneeling to conduct inspections.
  • Ability to climb ladders scaffolding or unfinished stairways to access roofs attics crawl spaces and other elevated or confined areas.
  • Occasional lifting carrying or moving objects up to 2550 pounds (e.g. inspection tools plans or small equipment).
Vision & Hearing:
  • Visual acuity sufficient to read construction plans technical documents and observe construction details.
  • Ability to detect safety hazards and defects through visual and auditory inspection.
  • Hearing sufficient to communicate with contractors workers and the public in noisy environments.
Manual Dexterity:
  • Use of hands and fingers to handle tools operate inspection equipment and use computers/tablets for reporting.
Work Environment:
  • Work performed in both office and field settings.
  • Exposure to outdoor weather conditions (heat cold rain snow) and construction site environments (noise dust uneven terrain).
  • Frequent driving between inspection sites and company locations within a region.
