JOB TITLE: Process Monitoring Technical Officer
TYPE OF CONTRACT: Consultant - Level II
UNIT/DIVISION: PRGM-F (Programme Monitoring and Reporting Service - Field Monitoring)
DUTY STATION (City Country): Home-based
DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The PRG Programme Monitoring and Reporting Service (PRGM) serves as WFPs functional lead for monitoring corporate reporting (including COMET) and Community Feedback Mechanisms (CFM) at the global level. Based at Headquarters with outposted regional teams PRGM provides global services that ensure robust monitoring and reporting practices across WFP operations. Effective support to Country Offices (COs) is critical to uphold accountability drive continuous improvement and maintain the integrity of WFPs monitoring and reporting functions.
Monitoring is central to WFPs ability to deliver assistance effectively and responsibly. It ensures that the right people receive the right quantity and quality of assistance at the right time while providing evidence on programme results. Beyond oversight monitoring acts as a key control mechanism to identify implementation issues early and enable timely adjustments. PRGM sets corporate frameworks standards and methodologies and supports Country Offices in planning and implementing monitoring strategies through guidance tools and field support. It also facilitates reporting of monitoring findings to internal and external stakeholders reinforcing transparency and accountability.
The Field Monitoring unit (PRGM-F) provides guidance and supports the field in planning collecting measuring and analysing programme performance to inform decision-making maintain operational focus on results and generate data for analysis and this regard significant efforts have been made to standardize issue escalation and case management for Process Monitoring and CFM through the roll-out of the Issue Escalation and Case Management system (SugarCRM Version 3) The Process Monitoring Technical Officer will operate within the Field Monitoring unit (PRGM-F) under the direct supervision of the Monitoring Officer with the Head of Unit as the second level supervisor. The consultant will manage the roll-out of the corporate digital solution for Process Monitoring Issue Escalation (SugarCRM Version 3).

ACCOUNTABILITIES/ RESPONSIBILITIES:

  • Support the digital escalation system business requirements gathering for a group of COs;
  • Support activities to roll-out manage and maintain the digital escalation system in the COs;
  • Support in the optimization of the business requirement gathering process with COs;
  • Support in the project presentation to interested stakeholders across WFP;
  • Support the organisation of end-user trainings for the digital escalation system;
  • Act as the support focal point for any issue related to the escalation system in any of the COs in which the system is rolled-out;
  • Support the provision of licenses to new COs and ensure that COs license needs are met;
  • Support the development and dissemination of communication materials on digital escalation system roll-out; andOther technical support to PRGM-F upon demand.

DELIVERABLES AT THE END OF THE CONTRACT:
The key outputs of the consultant are expected to be:

  • Digital issue escalation system rolled out in assigned COs.
  • Technical trainings and support provided to assigned COs

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree in Business Management Information Sciences Economics Food Security Social Science Public Health/Nutrition Geography or other related field or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • At least three years of relevant professional work experience in international development and/or humanitarian work or research relating to these.
  • Experience in supporting complex projects with a significant number of stakeholders.
  • Experience in providing technical traininigs and support to different audiences.
  • Experience designing and leading system development or monitoring activities in countries including collecting food and nutrition security data conducting quantitative and qualitative analyses and reporting findings to senior management is a plus.

Knowledge & Skills:

  • Technical fluency in the use of basic tools for the management of data (Microsoft Office Suite Tableau) required Familiarity with Commercial-of-the-Shelf or custom tools for the centralised management of customer feedback/escalation systems (such as CRM) is considered an advantage.
  • Experience using mobile data collection software (e.g. MoDa ODK) is considered an advantage.
  • Knowledge in the area of monitoring and evaluation is considered an advantage.
  • Ability to deliver results through efficient planning and organizing activities.
  • Ability to effectively communicate orally and in writing.
  • Ability to work in a team and maintain effective work relationships.
  • Willingness to build capacity of WFP and partner staff through formal and informal training processes including developing documentation and training materials.

Languages:

  • Fluency (level C) in both spoken and written English.
  • Intermediate knowledge of another official UN language (Arabic Chinese French Russian and Spanish) or Portuguese (one of WFPs working languages) is considered an advantage.
