Job Title:Human Resource Consultant 3 (HRC3) Non-Permanent (Minimum one (1) year duration)
Location: Thurston County - Olympia WA (hybrid with periodic office visits)
Closes: March 1st 2026
Salary:$5666.00 - $7622.00 Monthly

The Opportunity:

In support of the Office of Transformation CCWIS Project Team this position contributes to the agencys mission to protect children and strengthen families by providing senior-level Human Resource (HR) consultation and advice within an assigned region or area with direct responsibility to independently consult with and provide senior-level advice to managers and employees. This position resolves sensitive complex and difficult HR issues having potentially broad precedent-setting impact. Under the general direction of the HRC4 this position collaborates with all stakeholders to promote a culture that fosters and inspires excellence throughout the Department of Children Youth and Families.


Some of what you will get to do:

  • Provides senior-level HR consultation and independent advice to managers and employees in support of the Office of Transformation and CCWIS Project Team mission to protect children and strengthen families.
  • Resolves sensitive complex and potentially precedent-setting HR issues with broad organizational impact.
  • Collaborates with leadership and stakeholders to foster a culture of excellence across DCYF.
  • Advises on selection classification compensation diversity and inclusion layoffs reversions leave management and reasonable accommodation processes.
  • Consults with the assigned Assistant Attorney General regarding legal implications of HR matters.
  • Interprets and applies collective bargaining agreements federal and state laws (RCWs and WACs) and DCYF policies to guide HR decisions.
  • Oversees position allocation reallocation and classification processes including reviewing and submitting documentation for approval.
  • Leads and advises on recruitment and selection activities ensuring compliance appropriate interview practices and diverse hiring panels.
  • Processes and reviews personnel and payroll actions ensuring accuracy in HRMS and compliance with policies laws and CBAs.
  • Conducts onboarding and new employee orientation ensuring timely completion of required documentation including I-9 verification.
  • Provides expert guidance on performance management investigations discipline labor relations grievances and agency representation at hearings.


Required Qualifications:

Six (6) years in some combination of education and experience of professional human resource and project management experience.


AND

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

*Note: Professional human resource experience means working full-time as a human resource professional performing HR functions.


Demonstrated competency in:

  • Demonstrated success in identifying and addressing strategy constraints and barriers.
  • Proven experience working in diverse environments to coalesce groups toward a shared enthusiasm and commitment to organizational goals and plans.
  • Successfully addressing barriers and constraints to timely project completion.
  • Capacity to work collaboratively with a diverse work population.
  • Ability to objectively synthesize information and assist/support groups toward well-thought decisions.
  • Ability to remain stable and intervene in disruptive or emotionally charged environments.
  • Ability to successfully prioritize work assignments in the light of broad oversight and direction


Preferred/Desired Qualifications:

  • Six months or more experience in NeoGov and HRMS..
  • SHRM-CP/SCP S/PHR PMP LEAN or other professional HR/Project Management certification.
  • Lead or supervisory and facilitation experience.
