Position Description

Position Title: Quality Compliance Officer

Reports To: Adult Program Executive Director

Position Type: Full-Time Year-round

Position Summary: The Quality Compliance Officer for the Adult Program at John Paul II Center for Special Learning is responsible for ensuring that the Adult Program meets all regulatory requirements established by the Pennsylvania Department of Human Services (DHS) and the Office of Developmental Programs (ODP). This role manages program licensing staff compliance Medicaid and district billing and service documentation to ensure adherence to state federal and diocesan standards. The Compliance & Regulation Manager works closely with the Adult Program Executive Director Finance Department and outside agencies to safeguard compliance and support the delivery of high-quality services for adults with intellectual and developmental disabilities.

Our Adult Community Participation Support Program is licensed under PA 55 Code 2380 and is overseen by the Office of Developmental Programs (ODP) as a Community Participation Service (CPS) Program.

Key Responsibilities

  • Regulatory Oversight & Licensing
    • Ensure compliance with all applicable federal state local regulations such as Medicare/Medicaid PA DHS ODP regulations diocesan policies and John Paul II Center procedures for IDD services (e.g. HCBS standards licensing requirements and maintain quality and safety standards (The Ladders2AAIDDCMS2).
    • Maintain current program licenses and certifications in accordance with state requirements
    • Monitor changes to DHS/ODP regulations waiver requirements and policies; update procedures accordingly.
    • Prepare for participate in and respond to state inspections audits and monitoring visits.
    • Maintain accurate compliance records reports and documentation for licensing purposes.
    • Utilize data and performance metrics to monitor outcomes drive program improvement and report to board/executive leadership.

  • Billing & Documentation
    • Oversee Medicaid waiver and district billing for adult services ensuring accuracy timeliness and compliance with ODP requirements.
    • Audit participant service documentation to confirm accuracy and compliance with waiver standards.
    • Collaborate with the Finance Director and Accounting Assistant on billing processes audits and financial accountability.
    • Provide training and ongoing support to staff on proper service note documentation and billing requirements.

  • Auditing & Risk Management
    • Conduct internal audits of participant files staff records and billing to verify compliance with state and funding standards.
    • Identify compliance risks and create corrective action plans to address deficiencies.
    • Serve as the primary contact for DHS and ODP representatives during audits inspections or reviews.
    • Ensure strict confidentiality of participant information in compliance with HIPAA FERPA and diocesan policies.

  • Staff Training & Compliance Support
    • Maintain records of staff clearances certifications trainings and background checks required by DHS and ODP.
    • Develop communicate and implement a work plan for training and compliance in the adult IDD program that aligns with the mission and values of John Paul II Center.
    • Provide reporting on compliance and assessment as required
    • Provide training for Adult Program staff on compliance standards documentation practices and participant rights.
    • Support the Adult Program Director in implementing ongoing staff professional development related to compliance.

  • Collaboration & Reporting
    • Report compliance status audit outcomes and corrective actions to the Adult Program Director and Principal.
    • Collaborate with leadership to ensure program policies and procedures align with regulatory requirements and best practices.
    • Prepare compliance-related reports for Board diocesan and stakeholder review when requested.
    • Monitor and assess program effectiveness; make recommendations for growth and improvements
    • Work collaboratively with the Principal and other leadership team members.
    • Participate in planning accreditation and strategic initiatives for the adult program.
    • Represent the Adult Program at meetings events and community engagements as needed.
    • Identify opportunities for innovation service expansion and sustainability

Qualifications

  • Masters degree or above from an accredited college or university and 4 years work experience in administration or the human services field OR Bachelors degree from an accredited college or university and 2 years work experience in administration or the human services field required.

  • Possess an updated Quality Management Certification from the Office of Developmental Programs; OR Is willing to obtain a Quality Management Certification from the Office of Developmental Programs as a condition of employment

  • Possesses or is willing to obtain other certification if any necessary to perform quality and compliance activities for a 55 PA Code2380-licensed program.

  • Strong knowledge of Pennsylvania DHS and ODP regulations including waiver programs.

  • Experience with Medicaid waiver billing and documentation processes.

  • Knowledge of HIPAA FERPA and confidentiality requirements.

  • Strong organizational and detail-oriented skills with the ability to manage multiple priorities.

  • Demonstrated use of Microsoft and SharePoint tools

  • Excellent written and verbal communication skills.

Physical Demands: Must have the ability to sit for extended periods of time; walk reach with arms and hands climb or balance; some carrying pushing and/or pulling may be involved; as well as some stooping kneeling crouching or crawling; exhibit manual dexterity to handle or feel and to manipulate keys on a keyboard and dial a phone; to see and read a computer screen and printed material with or without vision aids; hear and understand speech at normal levels and on the telephone; speak in audible tones so that others may understand clearly in person and on the telephone; ability to understand and follow oral and written instructions; physical agility to lift up to 25 pounds.

Work Schedule & Compensation

  • Full-time year-round position.

  • Regular daytime hours (7:30 AM 3:00 PM); flexibility may be required for audits inspections or compliance deadlines.

  • Availability for community events fundraising events and networking events that may be outside of normal business hours

  • Compensation commensurate with experience and qualifications; benefits package included.
