Position Description

Position Overiew:

This is a full-stack web developer position within the Technical Services Division of the Office of Court Management. The developer serves as the technical owner and primary architect of the Courts public-facing web presence responsible for designing building and maintaining externally visible websites and web applications that provide critical information and services to Harris County residents and internal stakeholders.


This position is primarily responsible for the architecture development and maintenance of public-facing websites representing the Harris County Court system. While collaborating closely with data and BI developers this developer position will own the web layer entirely managing the full software life cycle from requirements gathering with judicial stakeholders through design implementation deployment and ongoing support of mission-critical public and internal web presence.


The Office of Court Management is a service provider for the Harris County court system assisting with various technical administrative budgetary and legal functions that support the courts in their mission to provide a forum for the fair impartial accessible and timely resolution of cases.


Duties and Responsibilities:

  • Full-Stack Architecture & Modernization:Architect and implement modern responsive web solutions ( C# HTML/CSS/JS/etc.) to redesign legacy platforms and transition to contemporary web standards.

  • Site Maintenance & Content Integrity:Perform daily ad-hoc updates to public-facing and internal sites ensuring personnel changes court policies and public information remain accurate and current.

  • Stakeholder Collaboration:Consult with judges executive leadership and communications teams to translate judicial business requirements into technical specifications and public-facing solutions.

  • DevOps & Infrastructure Management:Oversee source control maintain development/test server environments and manage the deployment pipeline to ensure system stability and security.

  • Database Integration:Collaborate with technical teams to design relational schemas to support dynamic application content and data integrity. Produce and maintain clear technical documentation covering application architecture deployment procedures and operational support processes.

  • Emergency Communications:Lead the development and deployment of time-sensitive emergency web notices alerts and notifications for weather events or court closures to ensure public safety and awareness.

  • Compliance & Operational Support:Ensure all public-facing deliverables meet strict accessibility standards (ADA Section 508) and web security practices appropriate for government systems.

Requirements

Education andExperience:

  • Bachelors Degree in Computer Science Information Systems Management Information Systems or a closely related field from an accredited university.

  • Minimum of five (5) years of professional software development experience with at least two (2) years of hands-on full-stack web development experience.

  • Experience building and supporting production web applications through the full software development life-cycle.

  • Experience modernizing or building websites with emphasis on accessibility usability and long-term maintainability

Knowledge Skills and Abilities:

To perform the essential functions of this position successfully an incumbent should demonstrate the following competencies:

  • Strong command of HTML5 CSS3 (including Flexbox/Grid) and modern responsive design principles

  • Understanding of modern UX/UI principles cross-browser compatibility and mobile-first design

  • Proficiency with JavaScript/jQuery/TypeScript and responsive front-end frameworks

  • Advanced knowledge of C# (Web Forms and MVC) and Framework with strong understanding of object-oriented programming principles and design patterns

  • Ability to work independently as the subject matter expert for web technologies while managing multiple priorities with minimal supervision

  • Strong analytical and problem-solving skills with attention to system-level implications

  • Excellent written and verbal communication skills for both technical and non-technical audiences

  • Proven ability to evaluate existing codebases identify technical debt and implement practical improvements

  • Capability to translate business requirements into technical specifications and working solutions

  • Ability to maintain confidential and sensitive information appropriately

  • Familiarity with Microsoft development pipelines

General Information

Position Type and Typical Hours of Work:

  • Regular Full-time On-site position located in downtown Houston.

  • Monday - Friday 8:00 AM to 5:00 PM (40 hours per week).

    • The developer may need to be available after hours or on weekends for scheduled maintenance windows planned deployments or urgent production issues. These occurrences are not routine but are an expected aspect of supporting public-facing systems and business-critical systems.

Work Environment andPhysical Demands:

  • Must be able to lift at least 20 lbs. and/or move boxes and equipment as needed. Subject to typing and using a computer mouse kneeling crouching handling climbing walking sitting twisting and reaching are needed to perform the essential functions.

  • This role operates within a collaborative technical environment. Regular coordination and teamwork are essential components of this position occurring through both in-person meetings and digital collaboration tools. While the majority of work occurs during standard business hours the nature of maintaining mission-critical public web infrastructure occasionally requires work outside of normal business hours. Remote work capabilities may be utilized as needed for specific projects or situations though the position is primarily on-site to facilitate collaboration with the technical team and court stakeholders.
