Description of Work
The NC State Highway Patrol is seeking an enthusiastic team member to join our Technical Services Unit as an Application System Specialist.This position serves as a senior technical contributor within the State Highway Patrols Applications and Integrations Team. The Application Systems Specialist I performs advanced professional work involving the configuration support maintenance enhancement and integration of complex mission-critical web applications systems integration software and workflows application services (database reporting analytics). Experience with spatial data management is needed to prepare GIS datasets on a regular basis.
Under minimal supervision this position functions as a technical lead for assigned application and systems development projects that support operational decision-making situational awareness and data-driven law enforcement activities. Work includes diagnosing and resolving highly complex application database and integration issues; supporting upgrades for and maintaining those systems; and ensuring the availability security and performance those systems.
The employee provides expert technical guidance to users technical staff external vendors and management. While not serving as a formal supervisor this position may provide technical leadership and mentoring to lower-level staff and lead defined technical efforts for other projects.

Required Knowledge Skills Abilities
- Thorough understanding of the software development lifecycle.
- Thorough understanding of relational and spatial data modeling principles.
- Proficiency with SQL and relational data management using MS SQL Server.
- Proficiency with C#/.NET and the framework.
- Proficiency with EF Core and LINQ
- Proficiency with jQuery for making AJAX web service calls.
- Proficiency with CSS.
- Experience supporting spatial data integrations and data workflows
Management Prefers:
Experience with PowerShell for data workflows.
Experience with Drupal and the LAMP development stack.
Experience with Drupal.
Understanding of WAI/WCAG principles and compliance requirements
Key Responsibilities include but are not limited to:
Advanced Application/Systems Development
- Serve as a technical lead for assigned applications and systems development including spatial data workflows
- Configuration maintenance and support of application services (web and database servers).
- Diagnose and resolve application and system failures.
- Provide user support for internally developed enterprise applications.
- Ensure data security compliance for applications and systems software developed internally as well as external vendor application data stored within our enterprise.
- Support geospatial data services map services and spatial databases enterprise application and systems software.
- Design implement and maintain integrations between GIS platforms and business applications databases and third-party systems.
- Troubleshoot GIS data service and performance issues and implement corrective or preventative solutions.
- Participate in system testing validation deployment and post-implementation support activities.
- Evaluate technical solutions and recommend improvements to enhance system functionality scalability and performance.
Database Support
- Perform advanced SQL Server database support including performance tuning and complex troubleshooting.
- Support spatial databases and geospatial data structures in coordination with enterprise standards.
- Develop and execute advanced queries scripts and reports to support operational analytical and mapping needs.
Planning Project Leadership and Collaboration
- Independently prioritize workload and manage competing demands in a mission-critical environment.
- Collaborate with vendors other State agencies and internal stakeholders on projects.
Position/Physical Requirements:
Typical work schedule: Monday-Friday; 8:00am-5:00pm (based on department needs)
Extensive statewide travel is required at times with minimal overnight
May require. night and/or weekend work during scheduled maintenance windows or emergency outage situations .
Subject to emergency callback as operational needs dictate .
Must have a valid drivers license issued from within the United States or be able to obtain one within 90 days of employment

Minimum Education and Experience

Bachelors degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development;
OR
Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development;
OR
High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development;
OR
an equivalent combination of education and experience
